Description

Background:
SoCha, LLC is preparing a response to the Request for Task Order Proposals for the Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS). This award will mainly support USAID/Sahel Regional Office (SRO) in Niger and Burkina Faso, and provide limited assistance to Mauritania, Chad, and The Gambia. 
This mechanism will advance USAID/SRO’s commitment to program effectiveness across all sectors, and to make informed strategic and management decisions. The MRCS will primarily work in Burkina Faso and Niger to carry out third party monitoring (TPM) in predominantly insecure areas and provide outputs and outcomes verification, conduct evaluations/studies/ assessments, support stakeholders to have functioning M&E working groups at country level and capacity strengthening specifically in monitoring and evaluation (M&E) of appropriate offices/structures of the Governments of Niger and Burkina Faso (GoN and GoBF), as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners.
To support the work of the MRCS, SoCha seeks an experienced Senior Monitoring and Evaluation Specialist.

Scope of Work: 
This individual will oversee and participate in evaluations and assessments throughout the life of the task order. S/he will be responsible for organizing and managing all monitoring tasks. They will:

  • Serve as evaluation team leader for most evaluations conducted under this contract;
  • Contribute substantially to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract; and
  • Be responsible for the design, quality, development and completion of all assessments, analytical reports, and evaluations. 

Required Qualifications:

  • Master’s Degree in a relevant field such as international development, project management, statistics, or economics; 
  • A minimum of eight (8) years’ of progressively more responsible experience in leading the monitoring, evaluation, and analysis of donor development projects;
  • Experience in design and implementation of evaluations of development interventions;
  • Experience in design and field testing of data collection instruments (e.g., questionnaires and interview guides) and in advanced research methods and sampling;
  • Experience in design for M&E systems, data quality control, and reporting for projects and programs;
  • Previous substantive experience working on an evaluation team. Previous experience serving as evaluation team leader is highly desirable;
  • Previous experience working in the Sahel region is desirable;
  • Strong interpersonal and oral communication and presentations skills, and
  • Professional proficiency in spoken and written English and French.

Ouagadougou, Burkina Faso, or Niamey, Niger, with travel across the Sahel Region
