Project description

The overall objective of the project is to contribute to the socio-economic development of the TRB2 Region. The purpose of the TA for the Establishment of Common Use Ateliers in the TRB2 Region is to enhance the economic value-added and competitiveness of the TRB2 Region by improving the production and marketing conditions of SMEs.

The Contractor will achieve the purpose of the contract through, but not limited to, the following results:

  • Value added in the TRB2 Region's metal, carpentry/furniture, and automotive sectors will be increased through providing marketing and branding support, participation in international fairs, benchmarking best international practices in production and marketing.
  • The institutionalization and managerial capacity of SMEs will be increased.
  • Employees' skills will be developed through technical and commercial training in terms of effectiveness and productivity.
  • Although it is not a direct purpose, the contract will provide an environment for industrial vocational high school and related faculties students to practice during their compulsory internship periods.

Job Description

The Team Leader (TL) will be responsible for the coordination and management of the technical assistance and inputs provided by the TAT (including the non-key experts). In his/ her capacity as the leader of the TAT, the main functions of the Team Leader will be as follows but are not limited to:

  • Maintain part-time (indicatively 300 man-days) presence in Turkey, at the duty station, during the life span of the project,
    Produce the technical parts of the contractual reports, such as the inception report, progress reports, and final report, by obtaining inputs from key and non-key experts,
  • Produce, in cooperation with the other member of the technical assistance team, the work plans, and resource schedules, and identify the profiles of the non-key experts to be mobilized by the Contractor,
  • Review the technical reports and proposals to be produced by the key and non-key experts and assure quality and coherence of reports,
  • Represent the project at key project-relevant events and meetings,
  • Monitor on a daily basis the progress of the project against the pre-determined and agreed upon time plans, and report possible deviations from the predetermined and agreed upon time plans and resource schedules to the beneficiary,
  • Report to the CA and the Senior Representative of End Recipient,
  • The Team Leader will be responsible for the coordination of all the activities of the Project, he/she will also be specifically responsible for the operationalization of the CUAs.

Qualifications and skills

  • Bachelor's or higher degree in political, social, or administrative sciences (e.g. business administration, economics, international relations, public administration, etc.) or industrial engineering or business administration engineering. In absence of a university degree in the above-mentioned fields, a university degree in any other field will be accepted together with 10 years of experience in regional/local economic development/competitiveness initiatives.
  • Very good command of English (speaking, reading, and writing)

General professional experience

  • Preferably 15 years but a min. of 10 years of general professional experience is required.

Specific professional experience

  • Minimum 2 years of working experience as a team leader/deputy team leader/project manager/program manager in EU/internationally funded project/programme(s) (Only the references indicating uninterrupted 6 months or more experience in one project/programme will be considered acceptable).
  • Minimum 5 years of specific experience in the provision of business development services to SMEs/public sector/private sector.
  • Experience in the establishment and/or running of Common Use Facilities/Business Development Centers/Research Centers that serve to SMEs will be an asset.
