Background

The purpose of the anticipated 5-year, USAID-funded Monitoring, Evaluation, and Learning (MEL) Service activity in Mozambique is to provide services to the Government of Mozambique in support of the country’s efforts to design and manage evidence-informed activities, and better development results. The main objective of the award is to establish a mechanism to strengthen USAID/Mozambique’s evidence-based decision-making by providing continuous, on-the-ground, specialized MEL support to the Mission and its implementing partners (IPs). The activity will provide consistent and high-level performance monitoring and reporting support, as well as on-demand ability to implement studies, assessments, and evaluations of specific programs or activities. Additionally, the activity will provide periodic and strategic capacity-building interventions to strengthen the MEL skills of USAID and IP staff.

Scope of Work

SoCha LLC is seeking an experienced Senior Evaluation Officer to assume primary responsibility of collecting, analyzing performance information, and planning/managing evaluations, studies, and assessments under this activity. The Senior Evaluation Officer will participate in activities with the evaluation teams, design evaluations and assessments, and conduct activities to build Mission and IP capacity in evaluation methodology. S/he will guide efforts to improve USAID/Mozambique’s evaluations and evaluative processes, with the aim of making the Mission a leader in evaluation processes and evaluation information use. S/he will assist Mission Management in using information for decision-making and resource allocation.

The Senior Evaluation Officer will also be responsible for the following tasks:

  • Manage the work of and supervise the activity’s Evaluation Specialists.
  • Support research and evaluation activities and responding to USAID’s inquiries.
  • Design scope of work (SoW) and criteria for evaluation activities.
  • Create job descriptions for, and manage/supervise Subject Matter Expert (SME) consultants supporting short-term assignments.
  • Design of, and oversight over evaluation activities such as data analysis/collection, surveys, Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs).
  • Ensure final evaluation deliverables are completed and submitted to the client based on the agreed-upon SoW and in accordance with USAID policies and regulations.

Minimum qualifications and experience

  • Master’s degree in development, evaluation, economics, knowledge management, or related social science field.
  • Previous experience leading multiple international donor-funded evaluations, assessments, and studies.
  • Eight (8) years of progressively professional experience in conducting evaluations, assessments, and studies within complex international development contexts in at least one of the following areas: Health, Democracy and Governance, Preventing Conflict/Violent Extremism, Economic Growth, Natural Resource Management, Education and/or Agricultural Development.
  • Demonstrated successful track record developing and incorporating Collaboration, Learning, and Adapting (CLA) into MEL frameworks.
  • Demonstrated ability to manage multiple components simultaneously, multifunctional teams, international personnel, host country government relations, and client satisfaction.
  • Knowledge of USAID project cycle, agency policies, regulations, and monitoring and evaluation and reporting requirements.
  • Previous experience working in Mozambique or Southeast Africa strongly preferred.
  • Excellent teamwork, interpersonal, verbal, and written communication skills; strong presentation and facilitation skills.
  • Fluency in English, written and spoken.
  • Portuguese language proficiency strongly preferred.
