Technical Project Manager: Information Technology

Position Summary

This position is responsible for overseeing all aspects of technology projects, managing vendor relationships, and infrastructure, and software development contracts. This position is based in Washington, DC, and reports to the Senior Manager for Software Engineering.

Essential Accountabilities/Responsibilities

  • Oversee all aspects of assigned projects over the entire project life cycle (initiation, planning, execution, control, closing). This includes setting deadlines, assigning responsibilities, and monitoring and tracking/summarizing performance metrics of said projects. Manage projects using "Agile" and or ITIL development methodologies, incorporating multi-week sprints with detailed reporting and leading daily scrums or project status for task assignment
  • Manage vendor relationships with consultants and contractors including advising on vendor selection, issuing requests for proposals for contract bids, defining/assisting in the definition of master service agreements and scopes of work, and ensuring that NDI-specific requirements for vendor contracts are fulfilled.
  • Iterate and improve Technology software development and program support procedures to improve efficiencies, increase productivity and reduce errors. Provide analysis to inform the decision for developing software, working with open source options, or commercial off-the-shelf products
  • Participate in work plan design phase and solution deployment (training and implementation) with subject-matter experts (clients, software engineers, business analysts) to design innovative, appropriate solutions. Write and edit project documentation, concept papers, and related reports
  • Manage Technology Services project portfolio to achieve strategic, operational and engineering objectives

Peripheral Accountabilities/Responsibilities (Non-essential)

  • Stay abreast of the latest technological tools and trends in the marketplace. Share expertise, and best practices with internal clients, peers, and others as appropriate.
  • Research and advice on evolving solutions to technical challenges
  • Follow documented Technology policies and procedures
  • Support and advise management of individual programs. Assist in after-hours requests as needed.
  • Perform other duties as assigned.

  • The incumbent will operate under general direction, plans or coordinates work in accordance with established objectives.
  • The incumbent serves as a resource and provides guidance to lower-level staff.

? The incumbent interacts with NDI partners, vendors/contractors, and other stakeholders.

Required Qualifications

Education

  • BS/BA in Information Science, Computer Science/Engineering or related field, or equivalent experience.

Experience

  • Four years of professional industry experience required with 3 specific to project management.
  • Experience and knowledge of cloud technologies (eg: AWS, Google, etc); Experience managing projects utilizing AWS a plus

SKILLS AND ABILITIES:

  • Ability to design and manage a Quality Assurance (QA) process for software development
  • Ability to read, analyze and interpret technical documents, procedures, and various instructions in written, oral, diagram, or schedule formats
  • Familiarity with open-source web technologies, content management systems such as Drupal preferred; familiarity with CiviCRM and Android systems desired
  • Understanding of Linux/Unix server administration and network administration is highly valued
  • Knowledge of fundamentals of digital security principles in project design needed including network and software risk assessment; basic understanding of vulnerability/penetration testing and code review
  • Knowledge of Google Apps (Google Docs, Gmail, Calendar, and Google Drive)
  • Knowledge of project management systems required; experience with agile project management systems such as JIRA highly preferred
  • Self-initiative and follow-through in day-to-day work process with minimal supervision
  • High action orientation with a high level of initiative and a superior level of proficiency in the ability to multitask and prioritize; manage time, perform project management, problem-solving, and organizational skills; and flexibility to adapt and respond to shifting priorities.
  • Excellent analytical and judgment skills for identifying problems, drawing conclusions, determining options for resolution, and recommending next steps.
  • Resourceful through technology, research skills, and relationship building among several organization teams and professional organizations.
  • Strong attention to detail, with a propensity to complete work accurately and with a focus on quality.
  • Ability to define and troubleshoot problems, apply critical thinking and analytical skills to problem solve and develop and implement effective strategies and tactics.
  • Excellent oral and written communication skills, including the ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and through various communication media.
  • Excellent interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally both domestically and internationally with NDI partners, and other stakeholders

Certifications/Licenses (desired)

Project Management certifications such as PMP preferred

Work Environment

This position generally is performed in an office environment and may be suitable for partial telework. Occasional evening and weekend work may be required, as well as attendance at external events.

  • Seeing-to effectively use a computer screen and for reading and interpreting printed materials, memos, and other paperwork.
