e.Gen is looking for consultants for the project titled "Formulation of Commune Land Use Plan" in Cambodia.

The Provincial/Regional Coordinators will have at least a Bachelor’s Degree in a relevant discipline relating to rural development/land use planning and past project management experience on projects in rural areas and should have at least five years’ experience of working on CLUP or Spatial Planning. S/he will be responsible for daily management and coordination of all field activities in their target provinces under the overall direction of the Team Leader. S/he will be required to compile regular progress reports of the fieldwork in the province.

Specific tasks will include:

• Assist the Team Leader in the preparation of the annual work plans and budgets, and in the management and implementation of the assignment work in target province(s), and ensure effective and efficient day-to-day operations by sharing effectively of the planned activities with all relevant sub-national authorities in the province(s);
• Ensure that the teams based in the province(s) have the necessary logistical support and are enabled to work effectively and where necessary assist in liaison with sub-national authorities at provincial, district and commune level to achieve good coordination and support;
• Provide mentoring and leadership to the team staff at the province(s) who are engaged in the CLUP process and ensure that they are fully aware of the planned activities and their roles and responsibilities and the annual work plan schedules are achieved;
• Work in collaboration with the provincial E&S Risk Management Adviser and focal points who will guide E&S screening and planning, monitoring implementation and report systematically;
• Work in collaboration and provide needed supports with the relevant agency responsible for the preparation of ES instrument(s);
• Monitor the progress of the CLUP process in the province(s) to ensure that the work plan schedules are adhered to and provide appropriate intervention where needed in consultation with the Team Leader;
• Prepare regular monthly progress reports for submission to the provincial Project Office and the Team Leader for incorporation into the MLMUPC/PCO Monthly Progress Reports and the Project Monitoring & Evaluation and Management Information System; and
• Undertake other duties identified by the Team Leader.
