Key Expert 3: Public Outreach Expert

Eastern Bridge Belgium is shortlisted for the EU-funded tender: IPA 2019 Action “EU4Energy” Component 1 - Technical Assistance in the energy sector of Bosnia and Herzegovina.

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, affordable, sustainable and modern energy for all citizens in Bosnia and Herzegovina.

The purpose of this contract is to contribute to the fulfillment of the obligation of Bosnia and Herzegovina under the Energy Community Treaty, Paris Agreement and other international obligations.

Key Expert 3: Public Outreach Expert

The Public Outreach Expert is responsible for development of all activities related to increase of public awareness in energy related matters. S/he will support dialogue with general public and energy sector stakeholders to inform and make them understand all benefits of energy reforms. S/he will be working with beneficiary officials and the EUD to obtain maximum publicity for the project. S/he will develop training and capacity building through the public education working group. S/he needs to have on-site support for all his/her activities, to ensure that the local media channels are well understood, materials are well translated into the culture of BiH, communication is always efficient, on the job training is provided for capacity building, local opportunities for publicity are not missed. S/he will also be responsible that all related activities include strong promotion of “EU4Energy” through visibility and communication activities.

 Qualifications and skills

•  University degree in a relevant subject (i.e. journalism, market research, public relations or marketing). In absence of the university degree the expert must have at least 3 (three) years of professional experience in addition to the experience required under the general professional experience and the additional experience must be in the same field as required under the general professional experience.

 General professional experience

•  Preferably 10 (ten) years but minimum of 7 (seven) years of experience in public outreach.

 Specific professional experience

•  Preferably 7 (seven) years but minimum of 5 (five) years of experience in implementation of energy or environment and climate related communication campaigns on policy issues targeting various types of public such as national administrations and/or municipalities, business sector, universities and media.

Location:

Primary location of the project is Sarajevo, however some experts are expected to work in Banja Luka, Mostar and Brčko. Study visits/trainings abroad may be foreseen. The experts will be expected to spend 90% of the allocated time in the country of operation. Any work that will be required outside the country of operation will require approval, on a case-by-case basis, by the Programme Manager.

Start date & period of implementation

The intended start date is September 2022 and the period of implementation of the contract will be 36 months from this date.

The indicative minimum number of working days for Key Expert 3: Public Outreach Expert is 100 working days per year.
