Local Governance Expert, USAID Local Governance Activity, Bosnia and Herzegovina

Creative Associates International seeks a Local Governance Expert for the anticipated USAID-funded Local Governance Activity in Bosnia and Herzegovina (BiH). This will be a five-year activity with the overall goal to support municipalities in enhancing their capacity to deliver transparent, efficient, and accountable public services.

Please note this position is open to citizens of Bosnia and Herzegovina.

• Lead efforts to improve public financial management, public service delivery, policy at the local level, encourage targeted subnational government entities to promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance.
• Provide technical assistance to local governments (municipalities), including through participatory approaches, to improve their public financial management, mobilize own-source revenues; improve service delivery and local business environment.
• Provide technical advice and guidance in the area of local governance, including revision of relevant regulatory framework, contribute to the design, implementation, and quality assurance of the project engagement with devolved municipal governments, provincial governments, and deconcentrated district governments.
