Position Description

The Technical, Operational, and Program Support (TOPS) project is a United States Agency for International Development (USAID) funded institutional support contract for USAID’s Bureau for Development, Democracy, and Innovation (DDI). Through this contract, EnCompass provides technical assistance to USAID in support of the Agency’s climate, environment, energy and infrastructure efforts.

In support of TOPS, EnCompass is seeking a Mid-Level Climate Change Specialist to help provide policy and program guidance on the climate sector. The Climate Specialist will support USAID’s Climate and Cross-Sectoral Strategy (CCS) Branch, which supports the development and implementation of the Agency’s new climate strategy and implementing guidance, as well as the integration of climate considerations into other Agency policies, strategies, and guidance to further net-zero, climate-resilient, and equitable development.

This full-time role will be fully embedded within USAID. The position can be remote within the US, though primary work hours will need to align to Eastern Time zone (ET). Candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

  • Research, writing and coordination in support of USAID’s climate focused meetings with internal teams (e.g Climate Change Leadership Council), US Government interagency groups (e.g. National Security Council), multilaterals (including the annual UN Framework Convention on Climate Change Conference of Parties), and others
  • Quantitative and qualitative analysis as needed (e.g., analysis of results, analysis of trends, opportunities, and gaps)
  • Development of and contribution to talking points, briefing papers, and review of technical and policy documents and positions  
  • Coordination support for requests to CCS from USAID Missions and Bureaus, DDI, and across the agency as needed 
  • Support management and administration of global assistance activities and central mechanisms
  • Support development of guidance materials for implementation of the Climate Strategy and integration of climate change throughout the Agency
  • Support, as needed, knowledge sharing activities within the agency in support of the team's ClimateLinks work
  • Develop and maintain positive and productive relationships with colleagues and co-workers
  • Other tasks as assigned 

Position Requirements

Qualifications

  • Bachelor’s degree and 5 years of relevant experience. Or Master’s degree and 2-3 years of experience. Preferred areas of study include international development, public policy, climate adaptation or mitigation, economics, environment, energy, or a related field.

Experience and Skills

  • Experience with relevant topics such as mainstreaming climate change into development programs, climate adaptation, climate change mitigation, equity, finance (especially mobilizing and improving access to finance)
  • Experience with policy review and quantitative/qualitative analyses and policy position development
  • Experience with creation and delivery of briefings, presentations, and similar communications products
  • Exposure to and/or implementation of international development programs, ideally USAID programs and experience engaging with US Embassy offices; experience with domestic, community or policy-based climate work may be an acceptable substitute
  • Experience with, or awareness of, stakeholder mapping, outreach, and engagement
  • Experience analyzing quantitative and qualitative data, including programmatic results gleaned from monitoring and evaluation efforts
  • Proficiency in Google Workspace
  • Strong organizational skills and attention to detail 
  • Excellent written and oral communication skills, including the ability to effectively communicate technical subject matter to non-technical audiences
  • Ability to work independently as needed, while also having excellent interpersonal skills and the ability to work collaboratively and engage effectively in a team environment, including with teams that span organizational divisions
  • Must be eligible to obtain and maintain a facilities security clearance
