UN Women Ethiopia Country Office (CO) in collaboration with Ministry of Women and Social Affairs, Ministry Labor and Skill, Chamber of Commerce and Action Aid Ethiopia is planning to launch a National Forum on Women Economic Empowerment (NWEEF) on April 29, 2022, in Adama Town.
To improve women’s economic empowerment and create a levelled playing field with due equity considerations wherever possible, different actors have been exerting efforts at various levels. Although social economic empowerment of women and girls can be ensured primarily through their active participation and organizing them in different institutions, it is likely to be challenging to make the change easier due to serious gaps in skills and resources, and the challenging environment surrounding women. Among other initiatives to ensure women’s economic empowerment at higher scale, moving women from Small and Medium to Medium and large enterprises respectively and sustain results, strengthening partnership is an effective way of leveraging supports and efforts for initiatives that contribute to women economic empowerment.
Thus, with the objective of coordinating efforts and creating platform for sharing good practices, information, knowledge, and lessons as well as promoting enabling environment, MOWSA, MOLS, UN Women, FUJCFSA, and Action Aid Ethiopia have partnered to establish a National Women’s Economic Empowerment Forum (NWEEF). This platform aims to reduce duplication of efforts, foster strong partnership among pertinent stakeholders and collectively place policy issues pertinent to Women’s Economic Empowerment (WEE). During the event, relevant Sectoral Government Ministries, Commissions, Agencies, Institutions, Private Sectors, CSOs, UN Agencies, Women Business Associations, Cooperatives and Networks will participate.
One of the key advocacy events to be carried out during the launch of the WEE forum will be conducting a Forum on Creating Fiscal Space/ Expanding Public Budget Share for Care Services with key stakeholders. The overall objective of the National Forum on fiscal space for care services is to inform government and non-government bodies to prioritize expenditures from the perspective of a gender-equitable and inclusive growth process and to expand expenditures for care services; and enable policymakers to be aware of the potential of investments in the care economy to meet multiple national development priorities. The event also aims to strengthen inter-ministerial and public private partnership to invest in care services and enhance their capacity to invest in care economy. The main objective of establishing national forum on WEE is geared towards addressing the basic coordination gap and establishment of platform to discuss means and tools to advance women/girls economically.

Scope of the Work:
UN Women Ethiopia country office is planning on hiring a national consultant (team of two consultants under leadership of lead consultant) that will support the team in organizing the event, serving as Master of Ceremony (MOC) and facilaiting effective knowledge management activities of the forum (NWEEF).
Duties and Responsibilities
The detailed duties and responsibilities include:
Plan with the team (UN Women, MOWSA, MOLS and Chamber of Commerce) including supporting the team in drafting speeches/talking points,
Facilitate /Moderate the NWEEF launching event and forum on creating fiscal space,
Take proceeding of the discussions and presentations; the lead consultant can bring in a person to support him/her in taking note during the meetings,
Provide report of the event including proceeding and a two-pager policy brief
Improved coordination and exchange of information/good practices on WEE,
Enhanced multi-stakeholder commitment to bring more coherent coordination of all WEE initiatives and follow up mechanism to foster accountability
Clear direction on way forward of the NWEEF,
Demonstrate consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct.

Required Skills and Experience
Master’s degree in development studies, macroeconomics, international relations, gender studies, economics, law, Communication, Sociology, or related field.
Minimum 7 years’ experience in facilitation, training, coaching and mentoring within the relevant topic areas.
Highly motivated and experienced in coordinating and planning events for international and national level.
Ability to liaise with and address government, private sector, CSOs, donors and stakeholders in a professional and friendly manner.
Strong analytical and writing skills with proven skills in policy recommendations and problem identification and solving.
Excellent administration, supervision, organizational and time management skills.
Excellent teamwork and participatory process skills,
Excellent analytical and writing skills.
Experience as lead facilitator in similar assignments.
Prior experience in the UN system and the region an asset.
Applicants must be confident, persuasive, and able to communicate very well in English and an added advantage if the consultant speaks and understands Amharic.
