Summary:

Position Overview

The Senior Director of M&E provides strategic guidance, vision, and management for successful monitoring and evaluation of all MEL programs. The Director oversees all MEL activities, provides technical direction and support, and ensures the accurate reporting of results for program activities. This individual also supervises MEL staff and ensures the strategic and functional integration of all MEL activities as well as active collaboration with sub-awardees and USAID.

Responsibilities:

  • Oversee the design and implementation of the project's MEL system in coordination with HQ Senior Management Team to develop key performance indicators, targets, tools, and appropriate MEL responsibilities across the project.
  • Considerable knowledge of principles, techniques and methodologies used in the monitoring and evaluation of programs and projects including quantitative, qualitative and participatory approaches and socio-economic research.
  • Develops, writes, and edits basic material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and scientific publications in print or electronic media.
  • Organizes material and completes writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology.
  • Manage Performance Evaluations and support the implementation of research and learning studies with ME&A's HQ Team.
  • Coordinate any external evaluation processes, including drafting evaluation ToR and selection of firm, in alignment with award.
  • Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training
  • Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy
  • Supervise other M&E staff and oversee consortium partners' compliance with MEL system.
  • Ensure appropriate training and supportive supervision of all partners in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with USAID policies.
  • Work closely with partners to establish their internal MEL systems, M&E plans, and data quality management
  • Strengthen staff and partners' capacity in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching.
  • Oversee the development and maintenance of a comprehensive project database, ensure accurate and timely storage of electronic files.
  • Responsible for calculation and reporting of ME&A's Global Indicators
  • Responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, before submission to donor and ensure consortium partners' compliance with internal data quality requirements and timely submissions for reporting.
  • Commitment to applied learning and adaptation based on data: Lead the program team on routine reviews and interpretation of data for learning and adaptation; package and disseminate timely findings in a meaningful way and make suggestions for adaption based on USAID policies.
  • Create a learning agenda and implement a system designed to identify lessons learned and disseminate timely information, in accordance with USAID
  • Produce learning products and thought leadership pieces relevant to the project intervention; present in local conferences or on webinars regarding project's MERL successes
  • Lead project team in development and implementation of a qualitative and quantitative M&E system and oversee routine program monitoring activities.
  • Ensure the quality and relevance of the project's monitoring and evaluation design.
  • Document results of the M&E system and produce periodic reports required by the client.
  • Reviews published materials and recommends revisions or changes in scope, format, and content.

Competencies

  • Minimum of ten years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects, preferably with a focus on research.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience with the design and implementation of CLA activities
  • Experience leading M&E activities not only implementing them.
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to M&E field officers.
  • Ability to facilitate and serve as a project liaison for externally managed evaluations.

Supervisory Responsibility

This position will supervise the M&E SMEs, the Writer/Editor, and Project Managers.

Preferred Qualifications

  • Master's degree in any of the following or related fields: social science, international development, public health, evaluation, statistics, or economics
  • At least 7-10 years of progressively responsible experience in designing, managing, and implementing results-based MEL activities
  • At least 5 years of supervisory experience
  • Demonstrated relevant technical skills in analyzing and interpreting quantitative and qualitative data, and packaging the findings
  • Excellent organizational as well as English oral and written communication skills
  • Progressively responsible experience in monitoring and evaluation of projects and program beneficiaries, preferably for USAID funded programs, focused on at least one of the following technical areas: governance, health, economic growth, and natural resource management.
  • Experience in utilizing gender and social inclusion sensitive indicators and measures
  • Extensive knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
  • Ability to work well on team and with various partner organizations
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.
  • Demonstrated written, presentation, communication, and organizational skills in English.
