World Education, Inc. (WEI) is seeking a Finance Director on a five-year, USAID-funded early grade learning project with the aim to improve early grade reading and math outcomes in grades 1-4 in Koulikoro, Sikasso, Segou, and Bamako District. The project will focus on improving the quality of instruction, boosting community demand, and broadening safe, equitable formal and non-formal education services. The end goal is expanded access to educational pathways and improved reading and math outcomes, especially for girls and marginalized children. The project will have a main office in Bamako.

The Finance Director's primary responsibility is to supervise the preparation of financial statements, maintain cash controls, payroll and personnel administration, purchasing, maintenance of accounts payable and receivable, and to manage office operations of the finance and administration teams.

Responsibilities:

Oversee the implementation of WEI's financial and administrative policies and procedures in the program

Ensure compliance with USAID, WEI and Malian government financial requirements;

Ensure that the project office's operational policies, including security, HR, procurement, inventory; and IT, are compliant with project and donor policies and effectively implemented;

Establish and maintain WEI's budget, financial management, and tracking systems to ensure strong financial accountability;

Supervising the team to carry out day-to-day financial, administrative and operational tasks;

Support and guide the project team to ensure compliance with financial controls and operating systems;

Establish and monitor the implementation and maintenance of accounting control procedures (documentation, administration and accountability of financial transactions);

Ensure timely and accurate submission of field office expenses and forecasts to HQ; as well as working with HQ's finance and accounting team to rectify any field expense issues in a timely manner;

Provide accurate and timely financial information to the management and project team for decision making.

Qualifications:

Master’s degree in Accounting or Business Administration

Prefer experience working on large international projects with international NGOs.

Must have 8+ years of general work experience, including 4+ years of management experience, preferably for a USAID-funded project.

Proficiency in Microsoft Office programs (mainly Excel); highly preferred Quickbooks experience.

Fluency in French is required; highly desired proficiency in English.
