Description

The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:
An overall independent assessment of the performance of the three interventions in their entirety, paying particular attention to their different levels of results measured against its expected objectives; and the reasons underpinning such results;
Key lessons learned, conclusions and related recommendations in order to improve future interventions.
In particular, this evaluation will serve to.
To inform the project exit strategy to ensure the sustainability of its results
To draw lessons that can be replicated in other EU interventions
To be accountable for the use of EU resources in relation to the results of the program

Qualifications required:
Qualifications and skills required for the team: All team members must have at least a Master Degree Academic level of education on law, political sciences, social sciences, international relations, diplomatic studies, development studies and migration and refugees studies or an equivalent Academic Degree complemented by at least 3 years of equivalent professional experience; The team shall have proven knowledge of EU rules and procedures applicable to EU funded external assistance; The team shall have proven experience in working with multiple stakeholders and government and international organizations; The team shall have proven diplomatic skills and proven knowledge of the do-no harm principle and methodology. Language skills of the team: The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written. At least one team member will have command of French at level C1 or higher. Command of Arabic from at least one team member at level B2 or higher of the CERF will be considered an advantage.

Professional experience required:
General professional experience of the team: The team shall have a cumulative professional experience of at least 12 years on migration, refugees and asylum seekers and international cooperation; The team shall have a cumulative professional experience of at least 6 years including in the conceptualisation, design, management and implementation of M&E systems; The team shall have a proven knowledge of international and regional frameworks and policies relating to migration, forced displacement, protection, the humanitarian-development nexus and socio-economic integration of refugees and host communities. Concrete experience in delivering such approaches would be considered an advantage. Specific professional experience of the team: The team shall have proven professional experience in successfully leading at least 3 evaluations where the evaluation of EU-funded programmes and projects would be considered as an advantage. The team shall have proven experience of successfully conducting the evaluation of at least 10 programme and projects on migration and/or on asylum seekers and refugees where the evaluation of programme and projects with an overall budget of more than 3M€ will be considered as an advantage. Proven experience of successfully conducting evaluation in Egypt, Morocco and Tunisia will be considered as an advantage.
