Advancement of Electricity Market Reform and Regional Integration

The global objective of this project is to foster the reform of the electricity market of Georgia and regional electricity trading in accordance with the EU legislation and the Energy Community Treaty.

The specific objectives of this contract are the following:

  • Advancement of Georgian electricity market reform
  • Preparation for intraday market opening
  • Preparation for introduction of new Renewable Energy sources
  • Assessment of splitting Georgia into bidding zones. Fostering of regional electricity trading and market integration
  • Organisation of a joint auction for capacity allocation with neighbouring countries
  • Improvement of analysis of neighbouring power systems development to ensure effective planning and sustainable development in the region.
  • Preparation for ENTSO-e observer membership, including harmonization with ENTSO-e rules and standards

Team Leader (>12 years of experience) Cat. I

  • Minimum 12 years of experience as an expert/ consultant in the EU funded projects and/ or programme implemented at national level, in the field of electricity sector at the national policy level and institutional capacity building.
  • Minimum 2 years as a full time project team leader or project coordinator in at least one international assistance project.
  • At least 4 years of experience of capacity building projects and/or hands on experience of working with or in Eastern Partnership countries, in particular Georgia, and/ or IPA countries;

The expert will act as a Team Leader, in charge of the overall results-oriented planning and monitoring of activities, including efficient use of the human and financial resources.

The team leader shall provide major contribution, directly supervise and be primarily responsible for the proper coordination and execution of missions, submission of reports and all other activities and services required under this Contract. The Team Leader will manage the team of experts, supervise all aspects of the project's work, ensure good and regular communication with the project's stakeholders and the Contracting Authority and will organise all administrative and logistic The Team Leader will also support implementation of activities under both components of the project with own expertise.

The minimum requirements covered by the team of experts as a whole are detailed below:

  • Qualifications and skills required for the team: At least Master's Degree or its equivalent in the field relevant to this assignment. In the absence of the required academic degree, four (4) years of professional experience in the field relevant to this assignment on top of the minimum General professional experience per category.
  • General professional experience of the team: public official or advisor or consultant in the field relevant to this assignment in the EU or an Energy Community Contracting Party.
  • Specific professional experience of the team: Minimum 4 years of experience in the field relevant to this assignment. Asset: At least 2 years as international consultant on EU approximation in Enlargement or Eastern Partnership countries

Language skills of the team: Excellent written and spoken English
