An Ecorys led consortium has been commissioned by the European Commission’s Directorate-General for International Partnerships (DG INTPA) to manage the Methodological and Knowledge Sharing Support for EU External Interventions (MKS). The overall objective of the contract is to provide support and technical assistance to DG DEVCO to improve the quality, coherence and effectiveness of EU interventions in international development cooperation. The contract provides this support through increased knowledge, reinforced capacities, enhanced working methodologies and skills, targeting staff in EU HQ and Delegations.

To support this programme we need a Learning Experience Designer who’s Key responsibilities include: • Overseeing the learning component ensuring innovative, effective and coherent pedagogical approaches and tools for successful adult learning are implemented. • Contributing to learning needs assessments and to identifying innovative and effective learning ways for traditional digital and blended learning experiences. • Monitoring the successful implementation of the designed experiences. • Supporting ToR definition and drafting, as well as advising INTPA units on their training needs. • Responsible for the evaluation and reporting on learning events’ impact and effectiveness.


Full time experts of the Core Team will need to ensure presence in the Brussels office throughout the whole duration of the contract.

Requirements Qualifications and skills:

• At least a University degree (Bachelor 3 years + Master degree or 4 years University degree) in education & training sciences (preferably in adult learning process management, social sciences) or other relevant fields, or alternatively relevant professional experience of minimum 12 years.

• Fluency in English and French (C l/C2 level). Knowledge of Spanish and/or Portuguese will be an asset

• Ability to work and communicate effectively in a multicultural environment General professional experience:

• At least 10 years of successful experience in designing-implementing-evaluating organisational learning programme(s) and in managing adult learning activities Specific professional experience:

• At least 6 years of successful experience in adult learning in the context of international cooperation and development.

• Proven experience in developing and implementing a learning path for staff of a large organisation using various and innovative learning approaches.

• At least 4 years of experience as trainer for multicultural audiences.

• Knowledge of EU international cooperation and development will be a strong asset.

• Experience in knowledge capitalization aiming at capacity development in international organisations be considered an asset.

• Field experience in regions covered by EU Cooperation (Africa, Asia & Pacific, Latin America & Caribbean, European Neighbourhood) will be a strong asset. Contact person
