Description

EUROPEAN PROFILES S.A. (GR) will participate as leader in bidding for the following EU tender in consortium with IHK - Projektgesellschaft mbH(DE):

Improved evidence-based policy-making, implementation practices and coordination in the ESP sector and strengthened capacities to participate in ESF

Overall objective

The overall objective (Impact) to which this action contributes is:

  • To strengthened capacities of the beneficiary institutions to implement sector wide approach and assume obligations deriving from the EU accession process in ESP sector (in line with the Chapter 2, Chapter 19 and Chapter 22).

Specific objective(s)

The specific objectives (Outcomes) of this contract are as follows:

Specific objective (Outcome) 1 Supporting relevant institutions (Ministry of Economic Development, Employment Agency Montenegro, Ministry of Finance and Social Welfare, Centres for Social Work, Agency for Social and Child Protection) in revision and preparation of policies in ESP sectors and in programming relevant for ESF based on developed policies.

Specific objective (Outcome) 2 Supporting beneficiary institutions and other stakeholders (namely Ministry of Economic Development, Employment Agency Montenegro with its regional offices, Ministry of Finance and Social Welfare, Centres for Social Work, NIPAC office, local authorities, NGOs) in management, implementation, monitoring, evaluation and control of the ESP activities and capacity building for the management of ESF.

The purposes of this contract are as follows:

  • To support evidence-based policymaking, implementation practices and coordination in the ESP sector in order to support assuming obligations deriving from the EU accession process;
  • To support efforts of future Operating Structure in programming relevant for ESF;
  • To build capacities and awareness of stakeholders at national and local level for the management and use of ESF;
  • To further improve the capacities of beneficiary institutions for management, implementation, monitoring, evaluation and control of the EU-funded programmes and projects and ensure high level of efficiency in using the available IPA funds in line with the EU rules.

Key experts

Key experts have a crucial role in implementing the contract. These terms of reference contain the required key experts' rofiles. The tenderer shall submit CVs and statements of exclusivity and availability for the following key experts:

Key expert 1: Team leader (minimum 300 working days)- NEAR/TGD/2021/EA-RP/0177

The Team Leader, having the overall responsibility for the daily management of the contract activities including coordination of the work of the other key expert, as well as non-key experts, proper reporting to the Beneficiaries and the Contracting Authority, efficient use of the contract budget, administrative and logistic support to the contract activities and good communication with the Beneficiaries and the Contracting Authority and other stakeholders.

In addition to managing the team and communicating with the main beneficiaries and the Steering Committee, the Team Leader shall be actively involved in most of the activities of the project, but especially those related to the project Component 1 - Supporting relevant institutions in revision and preparation of policies in ESP sectors and in programming relevant for ESF based on developed policies.

Qualifications and skills

  • University degree (where a degree has been awarded on completion of four years study in a university or equivalent institution) or at least 5 years of experience in the fields relevant to this service contract;
  • Proficient knowledge of English;
  • Computer literacy (MS Office applications)
  • Master and/or PhD degree will be considered as an asset
  • Knowledge of local language will be considered an advantage.

General professional experience

  • At least 7, but preferably at least 10 years of postgraduate professional experience in the sector of employment or/and social policy gained in an EU member state, candidate or potential candidate country;

Specific professional experience

  • Experience as a Team Leader in at least 1 EU-funded project with same or higher value within the last five (5) years;
  • Experience in drafting and/or implementing national policies and programmes in employment and/or social policy sector, co-financed by ESF;
  • Experience in monitoring of the implementation of strategic documents and national policies, preferably in the employment and/or social policy sector will be considered an asset;
  • Work experience in or with national administration/s in the EU member states, candidate or potential candidate countries in the areas relevant to this service contract will be considered an asset.

Previous professional experience under decentralised/indirect management system for pre-accession funds will be considered as an asset.
