Job Title: SENIOR GOVERNANCE EXPERT
Sector: Governance
Position Type: Consultancy
Duration/Level of Effort: 20 days, starting June, 1 2022 till July 30, 2022.
Position Location: Remote
SUMMARY OF THE POSITION
Cowater through Mousanada is seeking a Senior Governance Expert. The Expert will support the Project´s MEL Expert in developing a perception survey. The Expert is expected to develop the questions, to analyse the data, and to draft the baseline report, under the direct supervision of the MEL Expert and the overall guidance and supervision of the Mousanada Team Leader.
Findings from the survey will inform EUD and the Mousanada team about actions for future interventions and research and about the general perception of Libyan people toward governance in general.
KEY RESPONSIBILITIES
Under the direct supervision of the MEL Expert, and the overall guidance of the Team Leader, the Senior Governance Expert will be responsible for:
  • Formulating the questions of the baseline survey
  • Consulting with the Mousanada Governance Expert on Libya socio-economic and political context
  • Providing orientation training for data collectors to familiarize them with data collection tools and data collection protocol.
  • Analysing the data of the survey after the designated service provider submits the citizens’ responses.
  • Drafting a report that highlights the findings and proposes recommendations.
 
JOB REQUIREMENTS
Education:
  • Master's degree in political science, public administration, law, business administration or any field of social sciences.
Minimum Experience:
  • At least 10 years of professional experience related to governance, public administration reform or institutional development or working in the management of capacity development and policy reform projects implemented by international development partners.
Essential Skills:
  • Experience in at least one or more of the following fields is required: public administration Reform, institutional development and capacity building, policy reform, evidence-based policy research, public-private dialogue, democratic governance, support to state accountability institutions, or intervention and provision of technical support to government institutions at the national and local levels.
  • Experience in developing surveys and data collection instruments
  • Familiarity with qualitative and quantitative data collection approaches
  • Experience in analysing qualitative and quantitative data.
  • Experience in Libya or the region in the areas mentioned above is considered an asset.
  • Proven ICT skills, especially in making PowerPoint presentations
  Language Proficiency:
Proven communication and writing skills in English and preferably in Arabic.
