Position: Director, Humanitarian Crisis Management Programme (HCMP)

Job Purpose: The Director is the senior most leadership position to provide overall leadership and management support to BRACs humanitarian programme for Rohingyas and the host communities in Cox’s Bazar. This position will also ensure effective coordination with UN and donor agencies, NGO partners, RRRC and other Government stakeholders under the supervision of Senior Director, Humanitarian Crisis Management Programme (HCMP).

Job Description:

Strategic Planning and Programme Management:

  • Develop strategic plans and lead to preparing specific need-based short or long-term intervention plans for emergency response programmes.
  • Provide leadership and management oversight of support services operations for all ongoing projects in the Cox’s Bazar area.
  • Ensure strong operational systems are in place to support project implementation, and manage program team including regional and branch offices.
  • Oversee the Grants budget management for effective execution of the projects as stipulated in the project documents.
  • Play a coordinating role with team members to carry out field visits, and prepare project review reports, technical progress reports and other periodic reports.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Set a team culture valuing learning and adaptive management in support of an ongoing resilience approach in programming.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.

Programme development and resource mobilisation:

  • Work closely with BRAC Head Office Team for developing fundraising strategies through successful engagement with donors, UN agencies and development partners in the humanitarian sector.
  • Engage in regular scanning of new programme opportunities and primary donors for humanitarian response.
  • Take lead for developing and submission of quality concept notes and project proposals.
  • Develop highly competitive project and programme proposals, finalise applications to persuasively communicate BRAC vision, strategy, and programs to potential funders; solicit and integrate feedback from program, budget, and fundraising perspectives.
  • Coordinate with Programme Development and Fund-Raising team in managing the grant application process and ensuring that grants received are tracked, and reported upon and aligned with donors' expectations

Programme quality and accountability:

  • Ensure the adherence of all humanitarian proposals and programs to common humanitarian and recognized technical standards (SPHERE) as well as the country-specific cluster guidelines.
  • Ensure that the protection needs for programme staff are analysed and addressed appropriately in all programme activities.
  • Work with the M&E team to carry out real-time monitoring, after-action review and other forms of project monitoring and evaluation.
  • Ensure that lessons learned are documented and shared with the HCMP teams.

Networking and stakeholder relationship management:

  • Assist to establish, maintain, and improve active and regular working relationships with the key humanitarian agencies and partner organisations.
  • Represent HCMP in different coordination forums e.g. humanitarian clusters (Protection, Health, Nutrition, WASH and Education in Emergencies etc.).
  • Represent HCMP in different policy and advocacy forums to ensure that humanitarian responses are recognised and addressed in humanitarian policy and practice.
  • Ensure that HCMP represents its humanitarian response programmes and policy in an effective manner in all external forums.
  • Consult and coordinate with the team to identify key actors, likeminded consortiums/ agencies for rollout advocacy and involve in quick decision making in rapid humanitarian response.

Internal Communication:

  • Update Senior Director, HCMP on regular basis about programme and other issues.
  • Support Senior Director, HCMP through constructive suggestions and consult with other team members for the overall development of the programme
  • Represent HCMP at different levels of meetings, workshops etc.
  • Communicate with Consortium/ Networks/ Alliances as per advice from Senior Director, HCMP and other management officials when needed.
  • Communicate related information regularly with BRAC Head Office Management and team members.

Safeguarding:

  • Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements: Masters preferably in Management/ Social Science/ Economics/ Development Studies/ Public Administration/ International Relations or any other relevant discipline from any reputed university.

Experience Requirement: Minimum 15 years of experience, preferably in emergency response, including 5 years in management or supervisory role is required. Experience in providing support (logistical, operational, safety and security, administrative, finance etc.) and monitoring of large-scale field operations is preferred.

Additional Requirement:

  • Demonstrated organisational leadership and management skills.
  • Ability to work independently and as a team player with demonstrated leadership and is able to support and train local and international staff
  • Ability to work with disaster-affected communities in a sensitive and participatory manner.
  • Advance knowledge of financial, administrative and human resources management having excellent knowledge of program complexities and perspective.
  • Proven strategic planner and team leader with sound technical knowledge of support systems.
  • Proven ability to develop and lead a high-performing team.
  • Excellent people manager, mentor and coach.
  • Strong problem-solving and organisational skills.
  • Experience of flexible approach to manage and prioritise a high workload and multiple tasks in a fast-paced environment with tight deadlines.
  • Experience of working collaboratively with local and national government, NGO partners and a commitment to work through systems of children/ community participation.
  • Excellent oral and written communication skills in English.
  • Excellent understanding of the humanitarian emergency response operations.
  • Knowledge of humanitarian aid systems e.g. Clusters, Sphere etc. Ability to understand, develop and implement organizational and donor policies
  • Works with trustworthiness and integrity and has a clear commitment to BRAC’S core values and humanitarian principles.
  • Provide an appropriate level of supervision according to the need

Salary Range: Negotiable
