Overall objective:

The overall objective to which this action contributes is:

To support and strengthen the dialogue and cooperation between the EU and Japan on connectivity with the aim of contributing to operationalising the EU-Japan Partnership on Sustainable Connectivity and Quality Infrastructure within the wider framework of the EU Global Gateway and existing sectoral bilateral dialogues.

 Specific objective:

The specific objectives (outcomes) of this contract are as follows:

  • Outcome 1: to create a space for technical discussion, research and information-sharing open to EU and Japanese relevant authorities, financial institutions and private operators in order to support bilateral dialogues and cooperation in connectivity;
  • Outcome 2: to improve the Partnership’s visibility and raise its public profile among wider audiences;
  • Outcome 3: to explore and promote cooperation opportunities among EU and Japan’s business and financial institutions on connectivity-related sectors in selected regions and countries.

Currently, we are looking for a Team Leader. The requirements are below:

The Key expert 1 will be the primary contact for the Contracting Authority. She/he will act as Team Leader (TL) and is expected to provide, in a coordinated manner, leadership to the Project Team (PT), taking responsibility for the coordinated and efficient implementation of the various components of the project as well as coordinating and managing the work of other experts. Furthermore, she/he shall ensure coordination with the Contracting Authority and other stakeholders of the project. The TL will work closely with target groups, under the authority of the EUD Japan.
The TL shall also perform advisory functions in two areas: the monitoring of sector dialogues sup-ported by the action, and the planning, monitoring, implementation, and evaluation of project activities itself. In order to ensure the successful implementation of the project, close relationship will need to be established between the TL, the EUD Japan, the EEAS and other relevant EU or Japanese authorities. The main tasks assigned to the TL are (not exhaustive list):
a) Overall responsibility for the management of the project with the support of Key Expert 2;
b) Monitor the implementation of the various activities;
c) Maintain close cooperation with European and Japanese actors involved in the various activities;
d) Strategic planning and programming;
e) Preparation of project-related meetings.

The Team Leader is expected to work at least 380 working days during the 24-months project.

Qualifications and skills:

  • University degree in International Relations, Economics, Business, Engineering, Sciences or any other discipline relevant to this project;
  • Excellence in analytical skills and strategic policy analysis;
  • Excellence in reporting and communication skills, specifically in public speaking and presentation;
  • Proficiency in English (oral and written)

 General professional experience:

  • Minimum 10 years of post-graduate working experience in a sector relevant to the scope of the assignment;
  • Minimum 4 years of working experience in project management leading teams in the public or private sector or in public-funded projects.

Specific professional experience:

  • Having successfully undertaken at least two international assignments in the fields of international relations/cooperation preferably in areas related to regional/trans-regional economic development and connectivity (infrastructure, energy, transport, digital, people-to-people) over the period 2017-2022). Each assignment should be for duration of at least 18 months as of the deadline for submitting offers;
  • Having successfully undertaken at least 1 assignment carrying out or supporting policy dialogues and organising public events, conferences, workshops in an international environment over the period 2017-2022;
  • Having successfully undertaken at least 1 assignment related to the EU’s internal (common) policies’ and/or external policies framework over the period 2017-2022.

In addition to the minimum requirements described above, the following assets apply. The assets will not form a basis for the rejection of an offer but will be used to further assess the strengths of a key expert that meets the minimum requirements:

  • Previous experience working in Japan and/or Western Balkans /Eastern Europe /Central Asia /Asia-Pacific;
  • Knowledge of Japanese language;
  • Knowledge of procedures for EU external action.
