Position Description

EnCompass LLC is seeking a Task Order Manager to provide program management support for an anticipated USAID Bureau for Conflict Prevention and Stabilization (CPS) activity, Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL), conducted in Washington, DC and internationally. The PEARL contract is expected to be (1) A platform for analytical services, including rapid short-term assessments and subcontracts under task order to local organizations, is established and functional to support Missions facing the outbreak of armed conflict or violence and to ensure that (2) Learning about key peacebuilding issues, including evidence-based conflict and violence prevention and related programming responses, is increased.

We are looking for someone who is highly organized, detail-oriented, proactive, and can coordinate multiple activities simultaneously. The ideal candidate will have experience in areas related to conflict and peacebuilding, countering violent extremism, stabilization, or similar, and with demonstrated experience managing evaluative activities (assessments, evaluations, research) for USAID.

The Task Order Manager will serve as EnCompass’ designated person for overall and day-to-day management of the project and ensure efficient coordination and communications with USAID. This is a disciplinary role, and responsibilities may include, but are not limited to: technical oversight, communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting and property. The Task Order Manager will ensure that activities implemented under the project are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW.

EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The exceptions to this model include scenarios such as if the client requires the role to be in-person.

Position Duties and Responsibilities

The Task Order Manager will play a critical role in project management by effectively implementing organizational budget and project management frameworks and processes, applying lessons learned, and improving the team’s performance using EnCompass procedures, systems, tools, and resources. This individual collaborates with practice area leadership, project leads, project teams, the Finance and Contracts offices, Operations, Talent Management, and other project management specialists to support and ensure program efficiencies and impact, and delivery of technical outputs (i.e., contract deliverables) are within project budget, scope, schedule, and quality standards.

Essential functions:

Administration:

  • Lead management of the CPS PEARL activity, including serving as the primary interlocuter between EnCompass and USAID
  • Manage all contract operations, including contract operations such as: communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting and property
  • Ensure contract implementation complies with USAID rules and regulations, and remains within the parameters of activity budget
  • Support other EnCompass projects, as requested

Technical:

  • Ensure technical quality of all project/activity deliverables
  • Provide technical guidance/oversight, as relevant

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Bachelor’s degree with 10 years of experience; Master’s degree with 8 years of experience; or Ph.D with at least 5 years of experience in international development/relations, political science, conflict and/or post-conflict reconstruction, sociology or related field required.

Experience and Skills

  • At least 5 years of experience managing donor-funded (preferably USAID) activities
  • Experience managing demand-driven activities preferred
  • An understanding of/familiarity with USAID’s Conflict Assessment Framework 2.0, or similar Framework, desired;
  • Ability to manage cross functional teams
  • Strong communication skills, with fluency in English required
