Description

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Duhok, Iraq.

 

The main focus of Welthungerhilfe's Iraq Programme is Humanitarian Assistance, Economic Development, Agriculture/Nutrition and Civil Society Development. As Head of Programmes, you will support the Country Director in developing and managing the impact oriented Welthungerhilfe country programme and contribute to its implementation and monitoring in order to maximise Welthungerhilfe's impact. You will liase with the German diplomatic delegation in Iraq, including representatives from the BMZ and the German Federal Foreign Office (AA) and multiple other donors such as UNDP, UNWFP, UNHabitat, KFW, GIZ among others. You will be supervising a team of six skilled professionals, including the Country Office MEAL team. Also, you will be providing technical support to four Heads of Projects. The position will be based in our main office in Duhok and requires frequent travel to support field offices and occasional coordination visits to Erbil and Baghdad. Iraq is not considered a family destination.

Your responsibilities

  • Identify, examine and assess (pre-select) new project ideas on the basis of the intervention strategy, the concept papers and the orientation framework of the Country Programme
  • Identify co-financing opportunities and negotiate with donors
  • Identify potential new project partners and ensure active collaboration with partner organisations and their capacity building
  • Control the implementation of projects and programmes according to Welthungerhilfe quality standards, including the setup of an effective and participatory MEAL system
  • Identify lessons learned from programmes and projects and ensure best practices are shared with Head Office
  • Assist the Country Director in developing a needs-based and impact-oriented country programme and annual planning
  • Support the Country Director in ensuring the impact of the country programme and report regularly on the status of the programme
  • Monitor the humanitarian situation in-country and the evolution of possible crises through early warning indicators
  • Represent Welthungerhilfe vis-à-vis other national and international, governmental and non-governmental bodies as well as relief and development organizations

Your profile

  • A university or polytechnic degree in humanitarian/development studies or an equivalent degree related to the position
  • A minimum of 5 years relevant working and project management experience in the areas of Humanitarian Assistance, Civil Society Empowerment, Conflict Sensitive Programming and Do No Harm Principles
  • Work experience in using Triple Nexus and Durable Solutions approaches
  • Good knowledge of planning and survey methods (MEAL)
  • Proven reporting and organizational skills, especially with donors active in Iraq
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe's project countries
  • Excellent spoken and written English language skills
