Position Description

EnCompass LLC is seeking a Senior Community Organizing and Mobilization Specialist to carry out a literature review as part of an evaluation of community mobilizing and organization efforts across various global contexts. The Qualitative Research Specialist will conduct a literature review and participate in data analysis and interpretation as required. This is a short-term consultancy position (August-December 2022) with a commitment of a literature review deliverable (by September) and up to 2 additional days LOE for review and participation in meetings.

EnCompass LLC is evaluating the effectiveness of community organizing and mobilization in varying contexts through a series of three targeted case studies. The objectives of this evaluation include: (a) understanding the factors that contribute to effective community organizing and/or mobilization in democracy and rights-based programming (b) determining the results and objectives realized by activists and mobilized groups and; (c) exploring whether programmatic approaches led to sustainable effects.

 Position Duties and Responsibilities

Essential functions:

Technical:

  • In collaboration with the evaluation team, develop a plan to conduct a review of the community organizing and mobilization literature centered on the following questions:
    • Is community organization and mobilization defined in literature?
    • What are the approaches/interventions associated with community organization and mobilization?
    • What does the literature say about the effectiveness of COM?
    • What results/changes can COM contribute to?
  • Independently produce a 6-8 page community organizing and mobilization literature review and contribute to the overarching evaluation report as needed
  • Participate in brainstorming and analysis sessions with the evaluation team as needed

Qualifications

Academic Qualifications

  • Master’s degree or higher relevant to public policy, international development, social science, or another related field

Experience and Skills

  • At least five years' experience in research around community organization, mobilization, citizen engagement required.
  • Familiarity with literature related to community organizing and mobilization
  • Experience in literature reviews and evidence synthesis
  • Excellent English written communication skills
  • Accuracy, attention to detail and time management skills
  • Proficiency with MS Office Suite programs
