Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also provides strategic and technical support to government, CSOs and women’s organizations for the joint effort to ensure gender equality and the empowerment of women (GEWE).

UN Women Ethiopia Country Office (ECO) Strategic Notes (SN) 2021-2025 and 2022 Annual Work Plan (AWP) are aligned to and contribute towards the effective implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF 2020-2025) which outlines the vision and strategic focus of the United Nations in Ethiopia and its support to the Government of Ethiopia (GoE) in the implementation of the Ten-Year Perspective Development Plan - Ethiopia 2030: The Pathways to Prosperity (2020 – 2030). The SN is also grounded in UN Women global Strategic Plan (2021-2025) and aligned to major international, regional and national commitments on gender equality and women’s empowerment. The SN is organized along 4 pillar outcomes namely (1) All people in Ethiopia enjoy the rights and capabilities to realize their potential in equality and with dignity; (2) All people in Ethiopia live in a cohesive, just, inclusive and democratic society; (3)All people in Ethiopia benefit from an inclusive, resilient, and sustainable economy and (4) All people in Ethiopia live in a society resilient to environmental risks and adapted to climate change under which it addresses thematic issues such as women’s participation in leadership and decision-making, women’s economic empowerment, addressing violence against women and girls (VAWG), gender responsive budgeting, gender in humanitarian action, gender statistics and coordination and normative support.

Gender statistics is increasingly becoming a priority area for UN Women considering the critical significance of disaggregated data and statistics for making policy decision and tracking progress and gaps. UN Women has launched the flagship programme, ‘Making Every Woman and Girl Count”. The programme is focused on building a supportive policy and institutional environment to prioritize gender data and effective monitoring of the SDGs, increase data production and access to data to inform policy and advocacy. UN Women ECO has been implementing the flagship programme since January 2019 to strengthen the production, dissemination and utilization of gender statistics. UN Women ECO has collaborated with key government institutions including the Ministry of Planning and Development (MoPD) and Central Statistics Agency (CSA) and CSOs to strengthen policy frameworks; build the capacity of institutions; incorporate gender into surveys and undertake specific surveys for gender statistics and expand capacity for citizen generated data.

In this context, UN Women Ethiopia is seeking a Programme officer -Gender statistics . reporting to the National Programme coordinator. The Programme officer contributes to the effective management of UN Women programmes on gender statistics in the Country Office by providing substantive inputs to programme design, formulation, implementation reporting and evaluation. The Programme officer provides technical support to the Central Statistics Agency and the Ministry of Planning and Development (CSA & MoPD in the mainstreaming of gender issues into National Plan and Statistical System (NSS). The Programme officer support and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme officer works under the direct supervision and guidance of h the National Program Coordinator and in close collaboration with UN Women coordination team.


Duties and Responsibilities

Provide technical support for the effective implementation and monitoring of the flagship, ‘Making Every Woman and Girl Count’ Programme in Ethiopia

Provide technical support on the design, implementation, monitoring and reporting of programme activities
Provide technical inputs to the annual work plans, budget of the programme and implementation of the same
Facilitate the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners
Review, coordinate and monitor the submission of implementing partner financial and narrative reports
Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives
Maintain good relationships with national partners to support implementation of the “Making Every Woman and Girl Count programme
Identify opportunities for capacity building of partners and follow up progress in collaboration with partner agencies
Provide timely progress and financial reports using results-based management

Provide substantive inputs in the design of surveys and survey instruments from gender perspective and in the preparation of survey reports and other knowledge products from gender perspective

Provide technical support to the revision of research tools, survey questionnaires and manuals from gender perspective
Provide technical support on survey designs from gender perspective
Review national development plans and key performance indicators (KPI) and identify data gaps from gender perspective
Provide technical support for gender mainstreaming in monitoring and evaluation of national development initiatives Coordinate capacity building and advocacy initiatives on gender statistics

Provide substantive inputs to building partnerships and resource mobilization strategies

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
Facilitate joint monitoring field missions to strategic partners and document lessons learned for wider circulation
Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination for the implementation of “Making Every Woman and Girl Count programme.

Provide substantive technical support to the country program director on inter-agency coordination related activities by drafting background reports and briefs.
Provide technical support to resource mobilization strategies and efforts; analyze and maintain information and databases;
Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
Participate in donor meetings and public information events, as delegated.

Provide technical assistance and capacity development to project/programme partners

Provide technical support in the implementation of programme activities; develop technical knowledge products
Maintain relationships with national partners to support implementation of the “Making Every Woman and Girl Count programme.
Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, in consultation with immediate supervisor;

Facilitate the organization of user-producer forums and conferences on gender statistics

Prepare necessary documents for initiating workshops, seminars, and conferences on gender statistics
Facilitate logistics for organizing workshops, seminars, and conferences
Prepare end-of-event reports /proceedings for wider circulation and record
Provide technical support and trainings to experts of CSA and MoPD on mainstreaming gender in their respective work
Provide technical support to mainstream gender considerations in monitoring and evaluation of National plan and National Statistics Development strategy

Required Skills and Experience

Education

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification would be an added advantage

Expeirence

At least 4 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
Experience in the area of gender equality and women empowerment and specifically on gender statistics is an asset.
Experience coordinating and liaising with government agencies and/or donors is an asset.

Language

Fluency in English is required
Knowledge of the other UN official working language is an asset;
