Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is seeking a consultant to support UN Women’s office in Lebanon, in scaling up its advocacy and outreach communications work as it relates to its programmmes. The consultant, under the supervision of the Head of UN Women Lebanon Country Office will collaborate closely with the programme colleagues to lead the roll out of communications campaigns around strategic advocacy issues, in addition to supporting as needed on communications work.

The Consultant will be responsible for supporting the design, planning and implementation of programme focused communications, advocacy strategies and outreach initiatives of UN Women Lebanon Country Office programme team.

Duties and Responsibilities

Main objectives and purpose of the consultancy:

To support UN Women’s office in Lebanon to scale up advocacy and outreach engagement and work, and to better document the impact of the work UN Women undertakes in Lebanon.

Description of Responsibilities:

Advocacy and outreach:

Propose methodologies for advocacy and outreach, identifying appropriate medium, target audience, and effective dissemination.
Design and develop communications driven advocacy campaigns – utilizing social media and other mediums. This should include developing campaign guides, campaign concept notes, assets (language and visual assets), etc.
Provide technical advice to Head of Office and programme members on advocacy and outreach using innovative methods designed to facilitate multi-stakeholder engagement, and multi-disciplinary collaboration to drive change;
Analyze social media and web performance statistics and provide concrete recommendation on how to increase outreach.
Collect web performance statistics for UN Women and donor reporting
Develop and maintain distribution and outreach list and regularly analyses engagement
Support campaign initiatives, spotlighting existing and innovative approaches to enhancing women’s empowerment

Knowledge building and sharing:

Support the development, production, and dissemination of knowledge products, including research, reports, briefs, and other materials.
Translate technical information and analysis into plain language guidelines and factsheets for a non-specialized reader.
Identify and develop new communication partnerships and alliances to enhance visibility; manage and nurture existing partnerships.
Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors.

Provide training and workshops on communication and advocacy as appropriate to UN Women colleagues and partners, based on corporate communications policies.
Identify and synthesize best practices and lessons learned, ensure exchange of information

Timelines

Deliverables are:

At least 4 comprehensive advocacy campaigns – developed and managed.
At least 4 lessons learned reports (2 pages) from each campaign, outlining reach, impact.
Monthly delivery of SM assets and impact stories.

Required Skills and Experience

Education:

Master’s degree in communications, public relations, media or a related field;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

Minimum of 5 years relevant experience in designing and implementing advocacy, outreach strategies and/or communications initiatives.
Proven experience supporting knowledge creation and management
Expert knowledge in In Design or other graphic design tools.
Experience in the use of media relations and social media;
Computer skills, internet communication and command of MS Office.
Work experience with the UN is an asset.

Language Requirements:

Fluency in written and oral English is a must.
Arabic is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

Criterion 1: Education (20 points)
Criterion 2: Minimum of 5 years relevant experience in designing and implementing advocacy, outreach strategies and/or communications initiatives (30 points)
Criterion 3: Proven experience supporting knowledge creation and management (20 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
