USAID Philippines, Pacific Islands and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA) - CLA Director

Background

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally.

NORC is seeking Collaboration, Learning and Adapting (CLA) Director for the anticipated USAID Philippines, Pacific Islands and Mongolia MEL Support Platform. The CLA Director will work full-time over a 3-year period based in Manila, Philippines (with potential 4^th option year).  The PIMMELA aims to work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide fast, flexible, robust and rigorous monitoring, evaluation and related support; and support assistance for USAID programmatic objectives as needed for capacity building. Specifically, PIMMELA will assist USAID in performance management data collection, reporting and analysis; third party monitoring and verification; evaluation and research; and collaboration, learning and adaptive (CLA). All individuals should have strong English reading and writing skills. Philippines citizens are strongly encouraged to apply. This full-time position is contingent on funding.

Responsibilities

• Lead review of USAID/ Philippines, Pacific Islands and Mongolia CLA plan
• Lead of all items in of collaborating, learning and adapting activities (Component 4)
• Strengthen USAID/ Philippines, Pacific Islands and Mongolia existing learning capabilities and introduce improved avenues to learning through design and facilitation of portfolio reviews, after-action reviews, scenario planning events, trainings, pause and reflect sessions;
• Facilitate contributions to USAID/ Philippines, Pacific Islands and Mongolia efforts to deliberately draw contextual, programmatic, and operational learning from its monitoring, evaluation, and analytical and assessment efforts;
• Facilitate the transformation of learning into adapting.
• Work closely with and coach USAID staff so that CLA leadership is fully assumed by mission staff by the end of the Contract.

Required Qualifications

• Master’s degree or higher in a relevant field, such as international development, international affairs, monitoring and evaluation, social sciences, economics, governance, health, environment, education, organizational management, communications.
• At least ten (10) years of experience, including but not limited to:
  • Demonstrated expertise in facilitation and training in both large, formal settings and strong interpersonal skills for informal coaching and mentoring settings.
  • Strong knowledge and experience in organizational change management.
  • Demonstrated expertise in the design and implementation of various learning and adaptive management approaches.
  • Experience overseeing or implementing effective communications of M&E findings and recommendations.
  • Demonstrated experience in implementing and/or facilitating use of innovative
  • approaches for learning best practices and state-of-the art in design, methodologies and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management;
  • Experience in a mix of the above indicated skills areas are highly preferred.
• Available to travel throughout the 14 countries to attend to contract implementation tasks as necessary
• Strong networks with local and international technical experts in learning, monitoring, evaluation, research, economic growth, governance, health, education and environment

• Excellent team leadership, management, and communication skills;
• Thorough technical knowledge and experience in designing and facilitating tailored learning and capacity building activities and have an in-depth knowledge of development theory, systems thinking, and organizational change management;
• Previous experience serving as a learning specialist;
• Familiarity with one or more of the following sectors: health, economic growth, education; democracy, rights and governance; environment and energy;

• Strong interpersonal skills and demonstrated and successful work in an intercultural team environment in a development context.
• Fluency in written and spoken English Level (4/4)
• Some years of experience in Asia are desirable.

Communication and Public Relations Skills:

Excellent written, oral, presentation, facilitation, coaching and mentoring skills.

Excellent demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.
