Grants & Contracts (GRACON) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Grants and Contracts department contributes to realizing this purpose by: • Supporting Pact’s vision and mission by providing innovative solutions within a compliance-oriented perspective. • Providing timely and accurate risk mitigation-focused support to the organization, with a special emphasis on successful program implementation throughout the business lifecycle for every activity, from pre-positioning, proposal development, prime award negotiation, and implementation through closeout. • Building internal capacity and champion effective knowledge management within our global community of grants and contracts practitioners.
The Grants & Contracts (G&C) Officer provides in-depth support to Pact’s prime awards and subawards operating in Ukraine. Tasks may include any of the grants and contracts lifecycle, from proposal to closeout. Given the complexity of the projects and wartime environment, the G&C Officer plays an active role in day-to-day grants and contracts project responsibilities including conducting subawardee risk and responsibilities assessments, assisting with remote subawardee monitoring, managing communications with US based and international subawardees, and developing project specific training materials as needed.
- Conduct timely and effective reviews of project subawards and procurements
- Review and negotiate prime awards, including evaluation of terms and conditions for business risks, soliciting and incorporation of feedback from other departments into the negotiation process, and communication with the funder.
- Provide award start-up support including preparing documentation for new award orientations with colleagues from G&C, Programs, and Finance; serving as start-up grants manager to issue subawards, assisting with the preparation of project-specific deliverables such as grants manuals in collaboration with other G&C team members and the country offices, etc.
- Manage prime award records including assigning project numbers, performing initial award entry and modifications thereto in Pact’s financial system, issuing notifications of awards and modifications, and collecting and maintaining official documentation for G&C’s files.
- Provide G&C support during closeouts, including final disposition of property, technical assistance and backstopping to country offices and subaward closeout.
- Prepare, review and process funder correspondence to request approvals, waivers, funding notifications, modification requests, etc.
- Work closely with country offices to provide guidance on interpretation of various funder regulations, subaward mechanisms, small grant programs, etc
- Work with other departments such as Finance, Program Operations, Accounting, and Ethics & Compliance to provide solutions to issues identified by country offices/project teams.
- Manage contractual communications and other oversight as necessary of US based and International subawardees
- As needed conduct subawardee risk and responsibility assessments and support virtual subawardee monitoring, specifically working with the country office to develop a risk-based approach for operating in a challenging environment
- Training and capacity building of country office grants and contracts staff
- All other duties as assigned
- Master's degree with five (5) years work experience or bachelor's degree with at least seven (7+) years work experience
- Experience working with U.S. Government cooperative agreements, specifically USAID
- Working knowledge of U.S. regulations and requirements applicable to development assistance and acquisition, including 2 CFR 200, 2 CFR 700, 22 CFR 228
- Strong time management skills, strong communication skills, ability to problem solve, and attention to detail
- Competence using common desktop applications and online systems
- Working knowledge of foreign government funding requirements, including FCDO and GAC
- Experience coordinating with international field offices preferred.
