Mission description

Description of the mission:     

The expert's mission will focus on four main areas:

- To improve the understanding of the changing reality of women’s migration patterns in the region, including impact of climate-induced migration on women and girls, by relevant actors – governments in the region and with embassies including the French embassies, employers, recruitment agencies and civil society organizations - by promoting a shift in approach (from victim to change agent).

- To increase the participation of women migrant workers in safe migration to decent work and reduce the risks of exploitation, human trafficking and sexual and gender-based violence.

- To contribute to the development of effective gender-responsive policies, laws and initiatives that address the unique impacts of migration on women in the region.

- To deepen partnerships and coordination with stakeholders by strengthening dialogue, cooperation and action research to promote gender equality in migration governance

Major tasks and deliverables:     

- Review the "Gender-Sensitive Employment and Recruitment Toolkit" developed under the Empowerment of Women Migrant Workers in South Asia through Implementation of Standard Terms of Employment (STOE) program and develop similar tools for the Thailand-Cambodia, Lao PDR and Myanmar migration corridor context. 

- Conduct a study on gender-related transformations, including sociological and geographical, in the Thailand-Cambodia, Lao PDR and Myanmar migration corridor, with a focus on the protection, integration and contribution of women migrants to development and the relationship between such migration and the structure of inequalities. (dependent on available funding)

- Contribute to the development of implementation and resourcing strategies and opportunities of the new  UN Women's new Asia Pacific Strategy Note with a more holistic approach to regional migration programming for the next 3-5 years in line with UN Women Strategic Plan 2022–2025 and international frameworks for migration. 

- Develop UN Women’s advocacy strategies to enhance collaboration with ASEAN, in the implementation of the 2018-2025 ASEAN Consensus Plan of Action and in the planning and organization of the ASEAN Forum on Migrant Labour (AFML) and support UN Women’s engagement in UN Coordination/working groups on migration.

- Providing technical support for  and lead coordination with  ACMW and the ASEAN Secretariat in planning and organizing the ASEAN Forum on Migrant Labour (AFML), a regional tripartite platform to discuss issues faced by women and men migrant workers from and within ASEAN. This includes also support/ coordination with relevant UN Women Country Offices and existing relevant UN Coordination mechanisms (i.e. UN Network on Migration for Asia and the Pacific, Issue Based Coalition (IBC)/Networking Group on migration. on Inclusive and Economic Growth and Networking Group on Human Mobility and Urbanization)

Material and human resources made available to the expert :

- provision of an office within the host structure: YES. The ITE will be stationed at the regional office in Bangkok.

- Provision by the host organization of computer equipment, cell phone and payment of communication costs: YES. UN Women will provide a laptop and payment of communication cost necessary to carry out the assignment. 

- The host organization will pay for mission/travel expenses: YES. UN Women will pay for mission/travel expenses on the same basis as costs incurred by staff members, including payment of daily subsistence allowance, as applicable.

Project or context description

Description of the project :

The Migration - Women's Economic Empowerment Programme of the UN Women Regional Office is reviewing its migration programming to provide more effective support to governments and other stakeholders to integrate a gender perspective and promote gender equality and the empowerment of migrant women in all development and human rights programs, in line with the Committee on the Elimination of Discrimination against Women (CEDAW) General Recommendation No. 26 and the gender-responsiveness principle of the Global Compact for Safe, Orderly and Regular Migration (GCM).

The Senior Technical Advisor on Gender and Migration would also allow for better integration of France's work in the region with other relevant UN agencies. Through regional programmes, UN Women works in partnership with the International Labor Organization (ILO) and the International Organization for Migration (IOM) to strengthen the capacity of ASEAN Member States to address discrimination and violence against women migrant workers. In addition the agency has provided technical support to regional platforms such as ASEAN Forum on Migrant Labour (AFML), the Colombo Process and UN Network on Migration for Asia and the Pacific to promote gender equality agenda for improving labour migration governance. Building on this, UN Women would like to explore further cooperation with the ASEAN Secretariat and overall strengthen the gender-lens in other established regional UN coordination mechanisms linked to migration (i.e. UN Issue Based Coalition on Inclusive and Economic Growth , Networking Group on Human Mobility and Urbanization).

This Senior Technical Advisor  could also interact with the French expert collective of France-funded projects such as the FORSEA project (FEXTE AFD, coordinated by CIRAD) which will address the issue of national and regional labour migration in rubber farming.

Description of the host structure :     

Direct authority under which the ITE will work : Regional Lead of the Women’s Economic Empowerment - Migration programme
Composition (number of staff and functions) of the team/department in which the ITE will work: Works with two Regional Programme Coordinators on Migration and coordinate with other UN Women colleagues, country offices and partners as needed.

Required profile

Qualifications:     

Master’s degree in Migration Studies, Gender Studies, International Development Studies or other related field or a Bachelor’s degree in related field with 7 or more years of relevant experience can be accepted in lieu of Master’s degree;
Excellent written, oral communication and facilitation skills in English. Experience drafting policies, writing briefing documents.

Professional experience :

At least 7 years of relevant experience at regional or international level in providing technical and policy advisory support to governments, international organizations, civil society organizations and other stakeholders;
Demonstrable experience in gender research, policy development, analysis, and implementation with a focus on migration. Experience in consulting a variety of stakeholders to build collaborative policies and organisational commitment, processes and systems to ensure coherence with organisational vision and objectives;
Experience in project management, planning and coordinating working groups, communities of practice, and networks ;
Proven working experience in Southeast Asia is préférable;

Experience in the UN or an international organization will be an asset.
