This Opportunity:  
Palladium seeks an experienced Chief of Party (COP) for the anticipated USAID/Nepal Localization Support activity focused on strengthening the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity aims to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. In addition, the activity will build the capacity of local organizations, supporting G2G programming, and assisting the Mission in improving localization programming.
Purpose of Position  
The Chief of Party is the senior leader position serving as the primary point of contact with USAID and with overall responsibility for meeting program objectives, oversight of operations, direction, and delivery of technical assistance (TA). This position is contingent on funding. 

Duration: 5 years (anticipated start in September 2023)  
Location: Kathmandu, Nepal  
Primary Duties and Responsibilities:

Provide technical vision and lead strategic development and support of programming in collaboration with USAID and key stakeholders;
Manage relationship with USAID, ensuring effective communication and client satisfaction; 
Work with other project senior leaders to develop, refine, and implement a workplan of activities to meet program objectives;
Serve as Palladium’s primary liaison with donor(s), and other partners including civil society, government, and other related programs and projects; 
Develop and maintain effective partnerships with development partners such as government institutions, private sector, civil society, media, etc.; 
Communicate and implement an integrated vision among different components and actors; 
Enable identification, sharing, and application of international best practices and lessons learned; 
Oversee and ensure efficient execution of grants to local partners and the adherence to defined processes and meeting of requirements;
Build local partners and local staff capacities;
Ensure quality control and overall responsiveness of TA provided;
Identify issues and risks related to activity implementation in a timely manner and suggest appropriate adjustments;
Comply with USAID and Palladium reporting requirements on program impact and implementation; 
Manage and mentor project staff, local partner ogranizations, andkey stakeholders; 
Oversee financial and administrative management of the program in close coordination with home office; 
Manage effective monitoring, evaluation, and reporting of program activities. 

Key Competencies Required:  

Master's Degree or higher in health, social sciences, international development, or in a related field 
Ten (10) or more years of experience in a senior leadership position on a project that focuses on local capacity strengthening and/or capacity building in Nepal or Asia for international donors (USAID preferred);  
Previous COP project experience preferred; 
Demonstrated organizational and analytical skills, and ability to build synergies across technical disciplines and teams; 
Demonstrated management and supervisory experience of a relevant scope and scale; 
Experience managing local capacity development efforts, including working with local partners to ensure adherence to all sub-award and grant-management requirements;  
Experience in interacting with host country agencies, including national, regional, and district level leaders and teams, development partners, civil society, private sector, and local organizations is essential;  
Knowledge of country-led development approaches and stakeholder engagement models; 
Demonstrated knowledge of USG regulations and administrative procedures;  
Experience building and inspiring a creative and talented team and leading toward a unified vision;  
Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to different audiences;
Fluency in written and spoken English and ability to communicate across technical disciplines and non-technical audience required; 
Must be willing to live and travel within Nepal.
