SUMMARY OF THE PROJECT

INKLUSI, The Australia-Indonesia Partnership Towards an Inclusive Society, is a 5-year investment (2020-25) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.  

INKLUSI continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.  

INKLUSI seeks to achieve two End-of-Program Outcomes:

  1. Partner CSOs empower marginalised people in the areas of access to services and protection from violence, inclusive citizenship and participation, and economic recovery and livelihoods.
  2. Partner CSOs, Government of Indonesia and other stakeholders collaborate to influence systemic changes in Government of Indonesia policy process, CSO enabling environment, and social norms and public discourse.

SUMMARY OF THE POSITION

The Quality and Implementation Specialist will support the Team Leader in contributing to strategic direction and overall implementation. Engaging with the INKLUSI Team, CSO Partners and Government of Indonesia (GoI) representatives to ensure the effective design and implementation of program initiatives and secretariat activities.

They will ensure the overall quality and coordination of INKLUSI implementation in line with international best practice and support strategic alignment and coordination at every stage in the program cycle. In addition, they will ensure Partner projects and Secretariat activity designs are fully aligned to the Program’s objectives and reflect relevant lessons learned and best practices and result in changes that are sustainable for those most in need – especially marginalised people.

KEY RESPONSIBILITIES

Quality:

  • Coordinate INKLUSI quality processes in collaboration with the Team Leader and other members of the Senior Management Team. This includes, supporting program implementation and coordination against the Annual Work Plan (AWP), as well as providing advice to improve effective implementation and Program quality.
  • Work closely with the Team Leader on setting Program priorities and directions.
  • Provide strategic direction in comprehensive quality and coordination, and definition of appropriate Program activities.
  • Review program plans, designs, existing systems and instruments and make recommendations for improvement.
  • Establish and implement a system to ensure technical quality and coordination of Program activities.

Implementation:

  • Support for INKLUSI Secretariat and Partner work planning and implementation including:
    • Supporting Partnership Coordinators in ensuring speedy resolution to any technical or operational issues related to Partner activity implementation;
    • Ensuring timely advice to Partners on program implementation matters and provision of regular updates within the Senior Management Team and relevant stakeholders (GoA and GoI) as required;
    • Actively identifying where cross partner and / or cross priority area synergies and opportunities lie to enable greater collaboration and impact; and
    • Coordinating collective action agendas.
  • Build and maintain effective relationships with key program stakeholders (Government and non-Government).
  • Attend meetings with GoI and GoA as required.
  • Ensure that the Team Leader and DFAT have relevant, timely, evidence-based and quality inputs for reports, briefs and plans.
  • Support the Team Leader in monitoring and managing risks associated with Program implementation and outcomes.

JOB REQUIREMENTS

  • Minimum 5-10 years’ demonstrated experience managing the delivery of international development programs for DFAT or similar donors.
  • Qualifications in international development, business management or a relevant field.
  • The ability to build effective working relationships and partnerships with DFAT, Government of Indonesia and civil society partners.
  • A comprehensive understanding of DFAT reporting requirements.
  • Demonstrated experience with GEDSI programming and a high level of personal commitment to GEDSI principles.
  • High level communication skills and the ability to present complex findings to diverse stakeholders.
  • Professional working proficiency in English and Bahasa Indonesian.
