Project: Technical Assistance in Support of Trade and Development in Mozambique – Promove Comércio
Mission Title: TRADE IN SERVICES IN MOZAMBIQUE: REGULATORY AUDIT, STRATEGY DESIGN, PUBLIC-PRIVATE DIALOGUE, SEMINARS AND TRAINING.
Objective(s) of the assignment
The Government of Mozambique has obligation to achieve a dynamic regulatory framework for trade in services including a Trade in Services (TiS) Strategy; and technical assistance is required to develop and enable an effective institutional mechanism, which is capacitated to support dialogue and trade negotiation on services; and a robust dialogue platform between government, private sector and civil society.
- Expected output(s)
1. Regulatory audit in the selected/prioritised services sectors in Mozambique, (communication, financial, tourism, transport and construction) including review of the main regulatory instruments, and development and/or implementation of policy measures and restrictions affecting a prioritised sector/ sub-sector;
2. A comprehensive and action-oriented Trade in Services Strategy, including an institutional mechanism for effective coordination between trade in services policy makers, regulators, and private sector;
3. Sensitization and consultative workshops/ seminars with key public and private stakeholders to validate the TiS Strategy;
4. Training workshops/ seminars on trade in services aimed at enhancing capacity for coordination, domestic regulatory reform and trade in services negotiations, including the EU-SADC EPA and AfCFTA trade in services agendas.
5. Drafting of a Guide on Trade in Services Negotiations.
6. Setting up a National Forum of Trade in Services Negotiators.
REQUIREMENTS
Minimum requirements for Senior Non-key Expert
- Qualification and skills: University degree in Economy, Trade, Law
- Excellent reading, writing and verbal communication skills in English and/or Portuguese, including the ability to read and write technical documents and to participate verbally in meetings.
- General professional experience: at least 6 years experience as Economist, Trade Official, Trade Analyst or Trade Matters Professor.
- Specific professional experience: at least 6 years experience in Trade Analysis, Trade Advice or Trade Negotiator.
- Professional experience working in the trade or economic development programmes as part of a public sector institution, sector regulator, or donor-funded trade programmes in the Sub-Saharan region.
- Production of Research studies, Books or Articles about Trade in Services
- Experience managing the set-up and orchestration of events and other capacity building activities.
- Fluent English and/or Portuguese
Preferred requirements (additional assets):
- Excellent reading, writing and verbal communication skills in Portuguese
- Work experience in Sub-saharan Africa
- Knowledge of SADC Protocols
- Knowledge of Mozambique's economy
- Excellent communication skills;
- Organized and self-directed individual with good judgment and strong operational focus.
Duration: The mission is expected to be split into 3 missions of up to 3 months and keep the timeframe of February 2023 - February 2024.
