This Opportunity:

Palladium is currently seeking a M&E Lead Officer to support the implementation of the Data for Implementation (Data.FI) award in Eswatini. Data.FI is a five-year global project funded by PEPFAR and USAID, whose goal is to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI is led by Palladium, in partnership with JSI Research & Training Institute; Johns Hopkins University, Department of Epidemiology; Right to Care; Cooper/Smith; IMC Worldwide; Jembi Health Systems; and Macro-Eyes.

The project is USAID’s primary mechanism for strengthening data, technology, and HIS to support HIV activities. Data.FI aims to improve global, regional, and national in-depth analysis of HIV epidemiologic and programmatic data. The analysis can then be directly applied to expedite the achievement of PEPFAR targets. Data.Fi focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well-defined gaps in HIV and AIDS programming and sustaining impact by supporting the transition of activities to local partners.

The M&E Lead Officer is a full-time position based in Mbabane, Eswatini. The role is to support the Eswatini/Data.FI project in providing leadership and direction on M&E.

Primary Responsibilities:

Provide leadership and direction on M&E to ensure the CMIS project achieves its goals and corresponding objectives and benchmarks
Lead the routine Monitoring and evaluation activities and work closely with the MoH on activities that pertain to DataDemand and Data Use
Lead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
Monitor program performance based on the performance monitoring and evaluation plan, annual work plans.
Use data to contribute towards strategic decision-making and project planning with project leadership
Working very closely with the M&E team to build and maintain a library of indicators, driven from the CMIS platform and hosted within the M&E dashboards.
Lead the Validation and verification processes to ensure indicators are generated within the CMIS dashboards correctly, across the datasets and throughout the range of mapped, charted and graphed visualizations
Working closely with the M&E team to develop visualization techniques which convey housing market understanding in compelling, innovative and accurate ways. E.g. infographics etc.
Work closely with MoH and other stakeholders to explore dashboard and indicator needs, visualizations requirements or preferences, and other deliverables
Inform the program team and partners on the use of PEPFAR and custom indicators to monitor program performance and support evidence-based programming
Ensure that appropriate M&E mechanisms are incorporated into work plans and reports.
Ensure quality of CMIS data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle.
Represent M&E activities in public and professional circles through meetings, conferences, and presentations.
Provides technical guidance and mentor lower-level personnel.
Acts as team lead as needed and may supervise others.
Lead activities of supporting stakeholders with dashboard technical support and deliver data analysis as per requests from key stakeholders.
Cultivate strategic M&E relationships and alliances with MoH monitoring and evaluation teams and key stakeholders.

Candidate Qualifications:

A Master’s degree in public health, economics, statistics, international development, public policy, or minimum six years working on in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs.
Effective communication skills, and ability to write effectively and to provide guidance.
Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software; and make recommendations based on findings
Proficiency in the use of statistical software to support the conduct of statistical analysis
High level analytical skills to guide program activities in dynamic and complex settings, with an ability to operate flexibly, adaptively and in a politically smart manner.
Familiarity with monitoring and evaluation work, preferably the MEL approaches employed by USAID
Excellent writing skills and demonstrated ability to produce high quality reports and program technical deliverables in a timely manner;
Demonstrated proficiency in client management and coordination with multiple stakeholders and ability to engage in a sensitive and political astute manner.
Demonstrated ability to establish good working relationships with key stakeholders at national and sub-national levels
Analytical, attention to detail, results focused
Fluency in English
Must be legally authorized to work in Eswatini
