Overview: IBTCI is seeking an experienced and motivated Senior Director for its Crisis, Conflict, and Governance (CCG) practice area. The Senior Director is responsible for a significant level of business development activities, primarily within the Practice but also ranging into cross-practice initiatives, as well as project management and oversight.

Working Environment:  Work is typically performed in an office environment. Currently, the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to office once a week). This can be amended by company notice.                


Responsibilities

Essential Duties/Tasks and Responsibilities:  

Business Growth:

  • Help lead practice growth initiatives in line with CCG Practice business goals and objectives.
  • Help lead development, communication and implementation of growth strategies and processes by:
    • Maximizing business in current service offerings and client base.
    • Identifying and growing business within new services and clients.
  • Stay current on industry trends, best practices, innovations, and competitor analysis incorporating this information in growth implement strategies.
  • Participate in developing and implementing CCG annual and multi-year strategic plans.

Business Development:

  • Help lead CCG business development initiatives (i.e. teaming strategies, proposal design, writing, etc.) and provide technical leadership, guidance and inputs, with a emphasis on humanitarian assistance and third party monitoring work.
  • Research and pursue potential or new business development opportunities and marketing initiatives, including but not limited to identification, initiation and follow-through on new opportunities.
  • Contribute to strategic decisions throughout the proposal cycle (from design to submission)
  • Serve as the capture lead for business opportunities.
  • Serve as technical writer, technical lead, or technical reviewer of expressions of interests, concept notes, and proposals.
  • Contribute to cross-practice or new market opportunities as needed.
  • Experience in all aspects of the business proposal process: capture strategy management, teaming/partnering, research, recruitment, writing, red-teaming, costing.

Technical and Project Management:

  • Maintain up-to-date knowledge of client evaluation policies and requirements.
  • Provide short term technical assistance and thought leadership for activities and deliverables.
  • Review, amend, and author technical reports to ensure the highest quality deliverables.
  • Provide qualitative and/or quantitative analysis in support of ongoing projects as needed.
  • Lead or participate in the design of third party monitoring operational approaches and instruments; performance management systems; evaluation frameworks; methodologies; research protocols; and learning tools.
  • Provide monitoring and evaluation training and other specialized services as required.
    • Manage all aspects of the project management cycle by:
      • Providing contract quality assurance and quality control from start-up to close-out.
      • Serving as the project director and primary project Home Office-based point-of-contact, especially with the client and project staff.
      • Overseeing project compliance; preparation and submission of deliverables/outputs; developing of scopes of work (SOW) and recruiting for personnel, subcontractors; and designing project activities; and overseeing contract LOE and budget tracking.
      • Supervising/Managing project staff at home and project offices, including directors, chiefs of party, project associates, consultants, etc.), as well as partners and subcontracts.

Additional Duties and Tasks: 

      • Represent IBTCI at industry conferences and workshops (i.e., by presenting a paper/poster and/or simply attending the conference).
      • Provide in-house training to home and field staff on such topics as monitoring and evaluation methodologies, innovations in third party monitoring, best practices on performance management, etc..
      • Attend corporate meetings and contribute to company-level strategic and business plans.
      • Travel to project offices for BD (capture and/or proposal development) - may include travel to fragile and conflict-affected areas.  
        • An average of 25% to 35% travel for IBTCI initiatives. (Percentages may vary depending on the portfolio of projects and IBTCI practice needs).
      • Other duties/tasks as assigned.

Qualifications

Minimum Requirements:

      • Progressively senior management positions including:
        • Eight (8) Years of experience in monitoring and evaluation in austere environments; and
        • Four (4) years of developing and securing business.
      • Demonstrated experience designing and implementing Third Party Monitoring Systems.
      • Demonstrated experience in stabilization and humanitarian assistance in crisis and conflict countries.
      • Twelve (12) years of work experience in CCG-related sectors for foreign assistance programs.
      • Having a results oriented attitude and strong problem solving skills.
      • Familiarity with the development consulting and NGO community and its actors.
      • Overseas experience working in international development.
      • Strong English communication skills (oral and written) required.
      • Oral and written fluency in the English required.

Education:  

      • Bachelor’s degree or the equivalent advanced degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Statistics/Social Research, Health, Agriculture or related field required.

Preferred Knowledge, Skills and Abilities:

      • Experience designing, implementing and managing Monitoring, Evaluation, Research and Learning projects for international development clients, and especially for USAID and US Department of State.
      • In-depth expertise in at least three monitoring and evaluation-related activities such as developing monitoring plans, designing data collection tools for monitoring, designing evaluation methodologies, determining a sample for a survey or large data collection effort, qualitative and quantitative analysis (including using data analysis software), data collection instrument design for evaluations, managing field surveys, and monitoring and/or evaluation report writing.
      • Ability to lead presentations for clients and at international conferences, workshops, and symposia.
      • Ability to work in a fast paced environment by multitasking, delegating and prioritizing as appropriate.

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position may have have supervisory responsibilities.

Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
