Description

Présentation de la Croix Rouge

POSITION BACKGROUND:
Disaster Risk.
Mozambique is the third most vulnerable country in Africa to weather hazards, periodically experiencing cyclones, droughts, floods and related epidemics. Its 2,700 km of coastline marks the western edge of the Mozambique Channel in the southwestern Indian Ocean, an area that is one of the most active for the formation of tropical cyclones. Each year, about 10% of the world's cyclones are produced in the region, hitting Mozambique almost every year. The country is also downstream of nine international river basins, requiring effective coordination efforts with upstream countries. The impact of climate change on health, water and infrastructure, and food production are the main concerns, hindering progress toward Mozambique's Sustainable Development Goals (SDGs).
On March 14, 2019 at 23:30 GMT, tropical cyclone IDAI made landfall near the city of Beira in central Mozambique. On April 25, a second tropical cyclone, Kenneth, made landfall in Cabo Delgado province in northern Mozambique, impacting an additional 170,000 people in a region plagued by armed conflict. According to the World Meteorological Organization (WMO), two storms of such intensity have never been recorded to hit Mozambique in the same season. Tropical storms, cyclones and floods affect people and crops in the country's central provinces every year.
Every year, the country is affected by disasters of varying magnitude. For example, FIU's current area of intervention is flooded every year, with significant damage to civilians, property and infrastructure. Hence the need to support the Mozambique Red Cross, local authorities and communities in dealing with this recurring risk.

Armed conflict in Cabo Delgado
Mozambique is also affected by an internal armed conflict in its northern province of Cabo Delgado, with hundreds of thousands of people internally displaced. The International Committee of the Red Cross (ICRC) is responding to this complex humanitarian crisis. The FRC is not directly involved in this crisis, but is focusing on the risk of natural disasters and the strengthening of the Mozambican Red Cross.

The French Red Cross (FRC) and its Regional Intervention Platform (PIROI) in Mozambique:
The French Red Cross has led the PIROI regional program since 2000, a program that aims to "reduce the impact of disasters and the effects of climate change on the populations of the southwest Indian Ocean" through disaster risk awareness, prevention, preparedness and response.
The Mozambique Red Cross (MRC) is a member of PIROI and has already benefited from the platform's support in emergency response since the 2000 floods. The Mozambique Red Cross has also benefited from various capacity building activities through regional workshops and trainings.
In March 2019, the French Red Cross contributed to the IDAI emergency appeal launched by the IFRC. PIROI deployed 100 tons of humanitarian materials pre-positioned in its stocks in La Réunion and Mayotte to assist 20,000 cyclone-affected people in Sofala province. With the support of DG ECHO, the FRC participated in the distribution of 1,500 shelter kits in Beira City, Sofala province. More recently, in response to the COVID-19 crisis, PIROI sent 15 batches of materials and local purchases to the 7 National Societies that are members of the platform, including Mozambique. CVM received a batch of surgical masks.
In 2021, the French Red Cross, through PIROI, also supported Mozambique following the damage caused by Cyclone Gombe.

The French Red Cross (FRC) today in Mozambique:

ECODRR Project:

The FRC opened a Permanent Delegation in Maputo in March 2021, with a Base in Quelimane (Zambezia Province), to implement the "ECODRR" project linking disaster risk management and nature-based solutions to protect the mangrove ecosystem. The project is being implemented in the Zambezi River Delta in partnership with the Mozambique Red Cross, WWF and Biofund. It is funded by the French Development Agency (AFD). The FIU component has 3 objectives:
1 - Build community resilience using a watershed approach (i.e. the entire Zambezi River Delta) for disaster risk reduction.
2 - Strengthen the capacity of the Mozambique Red Cross - particularly the provincial/Zambezia branch - in disaster preparedness and response to provide effective and timely support to the community.
3 - Strengthen the capacity of DRM actors in the Zambezi Delta to better coordinate, prepare and respond to disasters.
On the ground, the French Red Cross (FRC) is coordinating with all Red Cross and other GRC entities in Mozambique to address identified gaps in terms of disaster risk management and climate change adaptation, while building on existing capacities and expertise and developing synergies, including with non-RC partners.
FIU's Strategy 2023-2025 in Mozambique:
Beyond the ECODRR project, FIU's strategy in Mozambique is built around two main areas:
1) The continuation of Disaster Risk Reduction activities in Zambézie Province where the FIU is already established and where the needs are important (and increasing due to climate change);
2) The structural strengthening of the Mozambique Red Cross to improve its intervention capacities and autonomy.
