Project Objective:   

The USAID/Laos CTIP Evaluation and Follow-on Design Support is an exercise for the Mission team to review and understand the achievements of the current CTIP Activity in the context of its intended objectives , and to evaluate its performance to identify any changes that could strengthen the focus of the final years of the program. In addition to producing recommendations for the current activity generated through a limited evaluation, USAID requests support for a potential follow-on design of the Laos CTIP Activity, which includes assessing potential interventions, partners, and geographic focal points in each of the four CTIP pillars, including prevention, protection, partnerships and prosecution. Based on the findings from the evaluation phase, the follow-on design support phase will review the current evidence base on TIP, explore the needs and efforts of the Government of Laos and other organizations and donors, and identify gaps in programming and opportunities for future investment based on USAID’s priorities and comparative strengths.   

As part of the Evaluation, the team will be expected to:   

  • Conduct a preliminary desk review to determine TIP/CTIP priorities, areas of studies, geographic scope, sectors and subsectors (including but not limited to fishing, construction, and agriculture) that will best achieve the purposes of the Assessment;  
  • Conduct systems exercises to identify key stakeholders, clarify their focus of work (prevention, protection, prosecution, partnership), and map cooperative and collaborative CTIP networks;   
  • Analyze gender and other diversity issues related to CTIP programming;  
  • Include innovative research and technological approaches to addressing TIP;  
  • Design a findings validation workshop and participatory design workshop and facilitate a discussion with USAID to brainstorm and identify potential areas of future programming, based on an understanding of the current CTIP situation in Laos, roles played by other stakeholders, and identified future trends; and   
  • Provide recommendations to increase the effectiveness of TIP prevention programming and initiatives to protect, rehabilitate, and reintegrate victims using best practices of victim-centered and trauma-informed approaches, including how USAID can most effectively engage with NGOs, public international organizations, and the Government of Laos.  

The assessment will be conducted in Washington, D.C. and Laos, with a team comprised of both international and national consultants.  

Position Description:

SI is seeking a Laos-based CTIP expert as part of a four-person evaluation team. The local expert will carry out a desk review, assist with deliverables, and attend all briefings and presentations to the client. In addition, the position will play a major role in data coordination and collection, contribute to data analysis, and provide technical inputs for reports and workshops. The local CTIP expert is a critical role on the evaluation team and should provide guidance to the team based on extensive contextual knowledge of CTIP in Laos. This is a short-term consultancy with an estimated level of effort (LOE) of 35 days, and a period of performance from April - October 2023.

Responsibilities:   

  • Provide subject matter expertise related to CTIP programming in Laos  
  • Propose site visit locations and support the drafting of the workplan  
  • Undertake in-person and virtual data collection as required  
  • Support the drafting of required deliverables, including the inception report and desk review, data collection tools, client presentations, reports, and learning and dissemination materials and events  
  • Ensure quality work in all deliverables  
  • Work closely with the Evaluation Team Lead and Senior CTIP expert and communicate in a timely and effective manner with all project personnel 

Qualifications:   

Required

  • Must currently be based in Laos.  
  • Bachelor’s Degree and 8 years of related experience, Master’s degree and 6 years of related experience, JD and 5 years of relevant experience, or PhD and 4 years of related experience, including substantial demonstrated experience in evaluations and assessments and CTIP programming.  
  • Expertise in the subject of TIP, with specific expertise focused on one or more of the following areas related to CTIP:   
    • Judicial processes related to prosecuting traffickers, 
    • Victim services,  
    • Legal frameworks to combat TIP,   
    • Mechanisms (policy and/or legal) to enhance national CTIP efforts, 
    • How civil society organizations work within the sector  
  • Experience with conducting quantitative or qualitative data collection (e.g. key informant interviews, focus group discussions, etc.)  
  • Fluency in English, Fluency in Laos  
  • Strong understanding of Laos context 

Preferred  

  • Previous experience and/or training in trauma care when working with TIP survivors  
  • Previous experience facilitating learning events and/or program design events  
  • Previous experience with virtual data collection and online platforms   
  • Familiarity with USAID/Laos  
  • Familiarity with the programming of other donors, NGOs and/or the GOL preferred
