Team Leader - Tanzania Blue Economy

Background and status
AGRER is preparing for the EC tender Technical Assistance to support the implementation of the “Blue economy for job creation and climate change adaptation” programme in Tanzania.

• Status: LOI
• Provisional date of invitation to tender : 14 April 2023
• Provisional commencement date of the contract : 10 October 2023
• Period of implementation of tasks : 48 months.

The service will likely deal with development finance and investment mechanisms, marine resources management and conservation, sustainable fisheries, ocean governance, climate change and resilience, sustainable tourism, support to budget support operations and/or programme coordination. The TA will support a number of Government entities to deliver an EC funded programme.

AGRER has established a strong consortium for this service. AGRER and partners have delivered hundreds of similar services and have decades of experience with EC funded TAs and in the domain.

For this TA we are looking for a solid candidate for the Team Leader post. This is likely to be a long term, full time post based in Tanzania.

 Indicative profile of the Team Leader
Qualifications & skills:
1. Advanced university degree in Natural Resources Management, Environmental Management, Environmental Sciences, Marine Science, Coastal zone management or related discipline
2. Language skills: Fluent in spoken and written English with documented good reporting skills – Knowledge of Kiswahili preferred
General professional experience:
3. A minimum of 12 years of relevant professional experience in technical assistance, policy advice and dialogue in natural resources programmes
4. Extensive experience as TL of technical assistance, preferably funded by the EC
Specific experience :
5. Documented extensive experience in ocean governance, coastal / marine ecosystem management, climate change adaptation, fisheries management
6. Documented experience at high-level advisory roles on public policies related to climate change, ocean governance, marine and coastal zone management
7. Documented experience with international agreements, regional cooperation and regulatory frameworks for ocean governance, climate change, blue economy, marine ecosystem management, and biodiversity conservation
8. Minimum 5 years of professional experience in Africa. Experience in East Africa and Tanzania strongly preferred
9. Preferred : experience with budget support and/or development finance and investment mechanisms.
10. Preferred: experience in decentralisation and devolution
11. Preferred: experience with coastal value chain development (fisheries, tourism, etc.)
