Description

The World Bank is supporting the Government of Cambodia for financing investment in water and sanitation through the Water Supply and Sanitation Improvement Project (WaSSIP). The project development objective is to increase access to piped water supply and improved sanitation services, and strengthen the operational performance of service providers in selected towns and/or communes.

The project has two components: Component 1 will support provincial water supply in selected towns and communes; and Component 2 will support provincial sanitation improvement in the Siem Reap area. Each component is subdivided into infrastructure investment subcomponents, with an associated institutional strengthening, policy, and project implementation subcomponent included.

Under Component 2, in addition to the development of a secondary and tertiary wastewater network in Siem Reap city to connect city properties to the existing wastewater infrastructure and treatment plant, the project also supports the following technical assistance (TA):
(i) Tariff setting for sanitation service (wastewater and FSM), which is currently ongoing.
(ii) Sewer Connection and FSM Uptake Program, and
(iii) Capacity strengthening of the Siem Reap Sewerage and Wastewater Treatment Unit (SR-SWTPU), which is the unit responsible for sewerage services and prospective FSM service in the city

This TOR is to deliver the item (ii) above.

This assignment's overall objective is to develop a program for sewerage connection and FSM uptake and to provide support to SR-SWTPU in Siem Reap City to implement the program.

This will be achieved by using existing information and coordination with other contractors and consultants contracted under WaSSIP. Also, by undertaking supplementary new surveys, interviews, and consultations.

In order to achieve objectives, the following two main tasks will be undertaken under this assignment:
a. Design a behavior change communication (BCC) campaign program for property owners in Siem Reap city to connect to sewerage system (if it is technically feasible), and to use FSM service (for those whose properties are not technically feasible for sewerage connection)
b. Provide implementation support to the SR-SWTUP and relevant stakeholders to roll out the sewer connections and FSM uptake program.

The intermediate outcomes of the assignment are:
I. Understanding, utilization, and satisfaction with customer service arrangements, as required in urban areas of Siem Reap where the services are available.
II. 80 percent of the maximum property (domestic and commercial) sewer connections in Siem Reap city completed
III. An effective monitoring and evaluation system is applied to track results.

Qualifications required:
- Relevant Master's degree in social sciences, marketing, public policy, or another relevant field of study - Proven strong analytical skills and ability to produce clear and concise reports - Fluent in written and spoken English

Professional experience required:
- At least 10 years’ experience as the overall team leader on similar assignments in relation to developing campaigns and communication materials for lower-income consumers in South-East Asia - Track record (at least 5 years) in leading the development and execution of evidence-based behavior change integrated multi-channel campaigns, whether commercial or social - Experience in conducting qualitative customer research and or behavioral research in Cambodia is a plus
