Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

A core area of UN Women’s work globally is women’s economic empowerment that seeks to ensure income security, decent work and economic autonomy for women, as workers including migrant workers at all stages of the labor migration process, and as entrepreneurs. Women’s labor force participation rate in the MENA region is 21 percent and the region is a key destination site for migrant workers including women migrant workers from Asia, Eastern and Southern, Western and Central Africa, especially into North Africa and the Gulf States. Moreover, climate change has become a serious development threat to the region propelling migration and displacement. Against this background, the UN Women Regional Office for the Arab States, other sub-regions in Africa and Asia and select country offices in Eastern and Southern, Western and Central Africa in partnership with other UN agencies, regional partners have undertaken activities and is developing a joint program on empowering women migrant workers, including in the context of climate risk.

Additionally, UN Women ROAS together with ILO ROAS are jointly implementing a Programme on Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan ending in December 2023. Strategies of the joint initiative include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme is working at three levels, macro, meso and micro, reflected in three outcomes:

Gender responsive labour laws and related policies in place and effective;
IA gender responsive private sector that attracts, retains and promotes women is supported;
Gender stereotypes about women and men’s responsibilities concerning unpaid care and household work are challenged.

Key strategies that UN women deploys in this work undertaken with partners – governments, civil society, international development co-operation agencies and other UN agencies – are knowledge generation and dissemination, evidence-based policy advocacy and reform, technical assistance and capacity building within policy and institutional environments to support the development, implementation, monitoring and evaluation of policies, laws, plans with budgets, programs that robustly address migrant and non-migrant women’s economic priorities especially related to income security, decent work and economic autonomy.

Under the guidance and supervision of the Senior Global Advisor on International Migration, Decent Work and Entrepreneurship, based in the UN Women ROAS office, and the Joint Programme Manager Work for Women in line with UN Women rules and regulations, As detailed in the section on job functions, the Program Analyst will technically and operationally support the development and implementation of strategy/programs/activities to economically empower migrant women workers at all stages of migration and non-migrant women workers in migrant host countries. The program analyst, in close collaboration with the operations team, will also operationally support the Joint Programme “Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan” in its final year of implementation by contributing to financial management, and programme implementation including providing necessary operational and administrative support.

A work plan with achievements for the duration of the assignment will be agreed upon commencement of work.


Duties and Responsibilities

Support to data collection and research, advocacy and capacity building initiatives on empowering migrant women workers and non-migrant women in migrant host sites, including in the context of climate change

Support on-line identification of information and analysis, with documented sources as required;

Provide inputs as required to concept notes on research design, support compilation of stakeholders, technical resources, partner consultations, and co-ordinate interview schedules, develop or support development of questionnaires, and provide feedback to research as required;

Undertake broad formatting of research papers but especially citation and reference formatting;
Support coordination of production process;
Support the development and organization of advocacy and capacity building tools and online and on-site events such as meetings, webinars, workshops, seminars, conferences etc and document/ensure documentation of outcomes;

Provide technical support to development of joint activities and programs on empowering migrant women workers and non-migrant women in migrant host sites, including in the context of climate change

Support development of concept notes/prodocs, and provide feedback to the same;
Identify information that needs incorporation into concept notes/prodocs;
Expand existing data bases on research areas, partners, thematic experts on empowering migrant women workers and non-migrant women in migrant host sites, including in the context of climate change;
Support follow up with joint program implementation partners, UN Women Regional and Country Offices on donor engagement for funding;

Provide administrative, logistical and financial management support to the migration and JP portfolios as follows:

Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team;
Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial closure of a project;
Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
Prepare non-PO vouchers for development projects;
Process payments for consultants, as delegated;
Create requisitions in Atlas for development projects; register good receipts in Atlas.

Provide administrative support to the migration and JP portfolios as follows:

Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
Make travel arrangements, including travel requisitions and claims;
Draft minutes in meetings, as delegated;
Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
Draft TORs and support the hiring process of consultants as needed;
Organize and coordinate filing of documents; maintain mailing lists.

Provide administrative support to resource mobilization

Prepare cost-sharing and other agreements; follow up on contributions within the RO/MCO/CO resource mobilization efforts;
Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

Facilitation of knowledge building and knowledge sharing

Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Timely and quality support to the development and operationalization of the Africa strategy, global, regional, national program development as outlined in description of responsibilities;

Required Skills and Experience

Education and certification:

Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
Experience in the fields of migration and women’s economic empowerment is an asset;
Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

Fluency in English and Arabic is required;
Knowledge of the other UN Working languages is an asset.
