About the role

Background:

Crown Agents has recently been appointed as the UK Foreign, Commonwealth and Development Office’s (FCDO) provider to deliver their programme entitled ‘Support to Civil Society’ in Ukraine. The project will be a flexible, adaptive and scalable tool to enable the FCDO to scale up its funding to Ukrainian civil society in order to ensure an enduring voice for the Ukrainian people and support the resilience of CSOs through what could be a protracted conflict. The overarching objective is to improve the capacity, capabilities and resilience of Ukrainian CSOs through three workstreams:

Early recovery and Reconstruction – Building the capacity of CSOs in the early stages of the reconstruction process and build network between local, regional and national CSOs and the different levels of government.
Resilience and sustainability of CSOs – Providing salaries, capacity-building training, and equipment to enable CSOs to rebuild from principles of local democracy and equality, diversity and human rights.
Working With Marginalised and Excluded Groups - Including Women and Girls - Leaving No One Behind.

The project will enhance the resilience and capacity of Ukrainian CSOs so that they can survive through to a post-war environment and later thrive to take part in the rebuilding of an independent and democratic Ukraine by programming funds across the three workstreams between June 2022 and Mar 2024.

To operationalise the fund we proposed three grant windows:

Emergency grants: for small value/short duration grants that meet critical support gaps essential for the operation of a CSO or commencement and continuity of life-saving activities.
Resilience and sustainability grants: A funding window opened at scheduled intervals which allows CSOs to request capacity development, commodity, and specialised trainings.
Programme grants: A larger funding window opened at scheduled intervals to enable CSOs to apply for support for early recovery and reconstruction projects focused on marginalised and excluded groups.

Consortium:

Crown Agents leads the consortium and manages the strategic direction of the project with our sub-partner International Alert who will leverage their expertise and previous work grant making to civil society in Ukraine to contribute to partnerships, capacity building, conflict and GESI analysis.

The role

Under the direction of the Senior Grants Manager and Finance Manager, the Grants and Finance Coordinator will:

Assist with the review and scoring of grants application using the online grants management system
Assist with the review and scoring of financial parts of grants application using the online grants management system
Support the Grants team with review of narrative reports when needed
Assist the Grants and Contracts Manager in drafting grant agreements and grant amendments
Support the Finance Manager with review of quarterly financial reports from grantees, including directly liaising with grantees to seek clarifications and/or respond to their queries
Assist the Finance Manager in preparing disbursements to grantees, including payment request forms, verifying bank accounts etc..
Support in keeping forecast of all disbursement up to date
Assist in tracking spend and balances for each grantee
When needed, contribute to project deliverables such as quarterly and annual reports, workplans, assessments etc…
Any other duties as directed by the Senior Grants Manager and Finance Manager

About you

Essential Requirements:

Bachelor’s degree in, finance, economics or similar
Minimum of 2 years professional experience
Basic understanding of financial and grant management cycle
Experience with review of proposals, narrative reports, budgets and financial reports
Fluency in Ukrainian and English

Desirable Requirements:

Prior experience with grants management
Experience working with online grants management systems
Experience working on FCDO-funded programmes
Experience working with civil society organisations

Reporting
The Grants and Finance Coordinator will report directly to the Finance Manager.
