ABOUT LA CHAÎNE DE L’ESPOIR

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. We intervene in 28 countries through a global approach, focused on the child but also on mothers and disadvantaged communities:

Prevention and screening from the earliest age, particularly in the context of school health programs.
Care and surgery to meet the most urgent needs of children and their mothers.
Training and transfer of skills to local teams through our international network of experts in all areas of surgery.
Construction and equipment of hospital structures adapted to local needs.

CONTEXT

La Chaîne de l'Espoir has been working in Ukraine since march 2022. The goal of La Chaîne de l’Espoir is to increase access to quality, medical and surgical care for Ukrainian population and wounded people. To date, La Chaîne de l’Espoir has supported 12 hospitals in the most affected oblasts (Mykolaiv, Kharkiv, Dnipro, Cherkasy, Lviv, Kyiv), providing 28 tons of traumatology kits, oral and injectable medications, operating room material and biomedical equipment. With its partner Mehad (ex UOSSM-Fr), La Chaîne de l’Espoir has provided training of health providers from all over the country in war medicine techniques (emergency ultrasound, surgery, psycho-trauma).

Given the evolution of the situation in the country La Chaîne de l'Espoir plans to continue its support to the hospital health system, especially to ensure better access to trauma and surgical care in the most affected oblast and newly accessible areas. La Chaîne de l’Espoir plans to assess the infrastructure needs (reconstruction/rehabilitation) of health facilities and provide technical feasibility study of structures if needed. La Chaîne de l’Espoir will also consider needs on paediatric emergencies during its intervention.

POSITION AND MISSION

The Medical Referent participates in the definition, planning and monitoring of the project's medical activities and programs in accordance with CDE protocols :

Coordinates human and material resources in order to guarantee the quality of medical care provided by the CDE.
Works in collaboration with the Head of Mission, the rest of the team, the medical coordinator and the partners of the Ministry of Health at national and regional levels.
Defines and implements medical activities in accordance with the project plan, CDE standards and protocols and monitors these activities.

Participates in the development of project policy, annual plan, project proposal and donor reports, as well as budget review.

MAIN ACTIVITIES

HR assignments:

Coordinates, supervises and coaches the members of the medical team (if any), provides them with technical support in order to strengthen the medical component of the project and ensure compliance with CDE protocols and those of the country's Ministry of Health.
Plans and supervises, in close coordination with the head of mission, the management of the project's medical staff (recruitment, training, performance evaluation).
Development and internal/external communication to ensure adequate resources (manpower and knowledge).

Specific missions:

Ensures regular contact with the Ministry of Health and other local stakeholders in the medical field (national and regional).
Ensures the collection of medical data, their analysis and their communication to the Head of Mission, in order to guarantee the adequate monitoring of the program.
Participates in exploration missions and field assessments, to define medical priorities and actions to be taken if necessary.
Defines the priority axes in terms of hygiene, asepsis, sterilization, to provide care in the context of the prevention of Healthcare-Associated Infections.
Applies health and safety policy for international and national staff, and puts in place all necessary prophylactic and preventive measures, as well as structures and emergency response plans, in order to manage any medical evacuation and protect staff health.

Tasks and responsibilities are subject to modifications according to the needs.

EDUCATION AND EXPERIENCE

Education:

Medical degree or paramedical degree (nurse, midwife)
A humanitarian or Public Health Master's degree would be a plus

Professional experience:

Minimum 2 years of clinical professional experience after graduation
Experience of at least 2 years in an international NGO in different contexts will be an asset
Analytical and organizational skills
Statistical data management
Mastery of the computer tool required
Experience in collaborative negotiation with local health authorities and other health actors

Languages:

English written and spoken highly recommended (French language is an asset)
