About Millennium Challenge Account (MCA) Timor-Leste

MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.

The Executive Director, accountable to the MCA Board of Directors, is responsible for establishing the MCA, the direct management of the MCA’s Program and Operational Support Functions, and serving as the primary representative of the MCA in the country to stakeholders, the MCA Board, and MCC.

Duties and Responsibilities

Lead the MCA, aligning programmatic, administrative, operations, and various support functions, and develop systems and strategies that establish milestones and targets that ensure Compact delivery;
Evaluate the Compact’s programmatic, statutory, and operational requirements, and develop Operations and Program frameworks and allocate budgets and resources, to ensure the MCA’s ability to deliver the Compact within the required timeframe;
Represent the MCA Management to MCC and MCA Board and as a legal entity in the country to all stakeholders in Timor-Leste (e.g. with national/local government counterparts, regulatory agencies, program/project partners, Press, etc.) and expand the MCA’s collaborative network into new partnerships that will sustain the MCA throughout the Compact;
Report to the MCA Board on a regular basis to inform it of progress, issues, and risks related to the implementation of the Compact program, and link inputs from the MCA Board with the MCA’s strategic development;
Guide functional and project heads across the MCA and ensure a collaborative environment is established to facilitate cooperation, sharing of information, and shared accountability for the success of the Compact;
Build the country management team (e.g. those responsible for Legal, Financial, Administrative, Operations and other functions) and identify technical resources (e.g. external consultants, MCC technical resources, partnerships) aligned to the needs of the MCA.

Requirements (Education, Experience, Technical Competencies)

Education

University Degree, combined with a minimum of 10 years’ experience in large, multi-sectoral Program Management.

Experience and Technical Competencies

Extensive Experience in Development Program Management
Supervisory experience at both the Executive and Operational levels preferred
Fluency in English, both spoken and written.
