About Millennium Challenge Account (MCA) Timor-Leste
MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.
The Managing Director, Operations, under the supervision of the Executive Director, oversees all operational and administrative functions for the MCA which include finance, administration, human resources (HR), procurement, information technology, and security, and ensures these functions are aligned to the needs of the MCA and compliant with MCC guidelines.
Duties and Responsibilities
Oversee and manage the overall operations and staff of the MCA which include finance and administration, human resources and procurement. The finance and administration unit includes finance, information technology, security and administrative support;
Adapt MCC financial, HR and procurement policy frameworks to the local context of the MCA, ensuring that these are aligned to local requirements, and best practices;
Assess the financial, HR, procurement and administrative support needs of the MCA and oversee the development and implementation of integrated systems, plans and strategies;
Advise the Executive Director and MCA management regarding financial, HR and procurement compliance with MCC requirements and local law, as applicable;
Build partnerships with local government units and implementing partners in various areas in-country to facilitate the efficient establishment of project units and field offices or presence;
Manage the development of tools to support the implementation of financial, procurement, HR and administrative policies across all functions within the organization;
Oversee the functionality and upkeep of MCA-Timor-Leste office space and related equipment and services;
Supervise the Finance and Administration Director, Human Resources Director and Procurement Director. This includes overseeing their management of staff to ensure the highest degree of integrity and compliance with policies and procedures.
Requirements (Education, Experience, Technical Competencies)
Education
University Degree in Management/Business Administration or related degree.
Experience and Technical Competencies
Minimum of 8 years of experience in overseeing multi-disciplined business processes in the areas of finance, human resources, procurement functions.
Comprehensive experience in organizational management, leading teams and processes
Demonstrated leadership and team building skills
Fluency in English, both spoken and written.
