About Millennium Challenge Account (MCA) Timor-Leste

MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.

The Information Technology (IT) Manager will provide technical support and lead the technician team in the development and maintenance of an Information Technology system to support the business applications and IT communications requirements of the Millennium Challenge Account (MCA) office.
The IT Manager will manage the implementation of an IT Infrastructure and will develop a team to support the system. This includes applying technical expertise and coordination with pre-selected vendors to implement the MCA-Timor-Leste IT infrastructure, including set-up and installation of servers, backup services and software.

Duties and Responsibilities

Assess the information technology (IT) and management information system (MIS) needs of MCA-Timor-Leste and optimize systems, policy, and strategy to ensure the secure and stable information technology network and systems to support the activities of the MCA.
Oversee the IT function including a small team who provide daily administration and customer helpdesk support for MCA-Timor-Leste IT systems and business applications.
Lead implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs as well as ensure the integrity and security of systems and data stores.
Determine technical specifications and assess vendors for IT systems and services to ensure the procurement of said systems and services are aligned with MCA-Timor-Leste program and operational needs.
Ensure integrity of MCA’s computerized systems and the security measures over the network infrastructure and data stores.
Monitor systems and IT infrastructure and develop system performance metrics that support the continuous improvement and ongoing utility of the computing environment.
Ensure that the IT team provides user support across MCA-Timor-Leste including setting up hardware or software, diagnosing connectivity or data access problems, answering questions about hardware or software, helping users access shared drives and devices.
Hire, manage, motivate, and develop MIS staff to ensure that they are well equipped for current and future systems challenges.
Develop and update system documentation, which may include: the business continuity plan, data back-up plan, disaster recovery plan, project schedules, MIS infrastructure and training plans.
Oversee system administration and engineering tasks, as needed, in support of the IT Team.
Coordinate the development and updates of the content of the MCA-Timor-Leste website.
Perform any other duties as may be assigned by the Director, Finance and Administration.

Requirements (Education, Experience, Technical Competencies)

Education

University degree in Computer Science or Information Systems or Information Technology or related field.

Experience and Technical Competencies

8 or more years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems.
Effective analytical skills.
Experience managing staff and contractor resources.
Fluency in English, both spoken and written.

Preferred Requirements:

Experience with cloud-based technology (Google Applications or Microsoft Office 365).

Experience with the engineering, design, and management of: • Data center infrastructure (power, cooling, etc.) • Network infrastructure (Cisco switches and routers) • Firewall administration (Palo Alto) • Backup systems (Veeam) • Virtualization (Nutanix preferred) • Servers (Windows Server) • Anti-Virus (Sophos) • Windows Desktop OS (Windows 10) and • Microsoft Office / M365

Experience administering and managing a windows Active Directory Domain.

Experience administering and managing Windows Updates, Windows file shares, Windows DNS, Windows DHCP services.

Experience with Business Automation Applications (SAP) and Microsoft Databases (SQL Server).

Experience with network security audits.
