Description

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

·         an overall independent assessment of the performance of the interventions that support the internal security and interventions on counter terrorism and cybersecurity paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results;

·         key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

In particular, this evaluation will serve to

·         to understand the performance of the intervention in order to maximise its potential to achieve the expected results during the remaining implementation time; by explaining why progress is happening or is not happening as planned, the evaluation should provide recommendations on how to improve the intervention during its residual duration in order to achieve the expected objectives, taking into account problems and opportunities.

·         The key lessons learned, conclusions and related recommendations of the evaluation should also encompass both forward- and backward-looking perspectives.

Expertise

For this mission we are trying to identify 5 key experts as follows:

1.       Expert Cat. II (>6 years of experience)

a.       Master’s Degree in architecture or civil engineering

b.       Minimum 6 years of professional experience in civil engineering in developing countries

c.       Minimum number of working days: 30

2.       Expert Cat. I (>12 years of experience)

a.       Degree in or security sector related studies

b.       Minimum 10 years of professional experience in security and law enforcement in developing countries

c.       Proven professional professional experience in EU law enforcement standards.

d.       Minimum number of working days: 60

 

3.       Expert Cat. I (>12 years of experience)

a.       Minimum 12 years of professional experience in the field of Rule of Law, Counter terrorism, security sector reform in developing countries

b.       At least 10 years of professional experience in conducting external evaluations in the context of bilateral EU development cooperation projects

c.       Record of at least 5 successful evaluations for EU's bilateral development portfolio.

d.       Excellent track record in designing and conducting quantitative and qualitative research, analysis and evaluation

e.       Familiarity with international quality and accountability standards applied in development cooperation.

f.        Minimum number of working days: 45

 

4.       Administrative expert

a.       At least 5 years’ experience in supporting projects in administrative, logistical and management related matters.

b.       Experience working in Lebanon, dealing with Lebanese authorities and systems.

c.       Experience in EU financed programmes would be an asset.

d.       Excellent command of English and Arabic.

e.       Support team in mission organization, expertise in secretarial work and logistics in Lebanon.

f.        Minimum number of working days: 50

 

5.       Expert Cat. I (>12 years of experience)

a.       Master’s Degree in law, political sciences or security sector related studies

b.       Minimum 12 years of professional experience in the field of Rule of Law

c.       At least 10 years of professional experience of designing or managing EU programs and projects in countries of fragility

d.       Proven professional professional experience in EU program development, project management guidelines and Logframe approach.

e.       Minimum number of working days: 45

The minimum requirements covered by the team of experts as a whole are detailed below:

Qualifications and skills required for the team:

Master’s Degree in law, political sciences or security sector related studies Master’s degree in architecture or civil engineering

General professional experience of the team:

·         Minimum 12 years of professional experience in the field of Rule of Law, Counter terrorism, security sector reform in developing countries

·         Minimum 12 years of professional experience in law enforcement in developing countries

·         Minimum 6 years of professional experience in civil engineering or related fields

Specific professional experience of the team:

·         At least 10 years of professional experience in conducting external evaluations in the context of bilateral EU development cooperation projects

·         Record of at least 5 successful evaluations for EU's bilateral development portfolio

·         At least 10 years of professional experience of developing programs and projects in countries of fragility, previous experience in Lebanon is of advantage

·         Professional experience in Lebanon

Language skills of the team: English, Arabic
