Summary

Save the Children is seeking a Chief of Party (COP) for an anticipated five-year USAID-funded Accelerating Reductions in Adolescent Childbearing (ARaC) program in Bangladesh. The program will focus on increasing the ability of adolescents to exercise their right to delay early marriage and childbearing; strengthen social support for adolescents to delay marriage and early childbearing; strengthen essential services for adolescents and their families; and institutionalize effective solutions.

The COP will oversee project design and implementation and provide technical expertise and quality assurance for project activities. S/he will be Save the Children’s primary point of contact with all relevant stakeholders, including USAID, Government of Bangladesh, and other international and local partners. The COP will lead a team of experts implementing project activities; prepare reports, annual operating plans, and project deliverables; and ensure the program is compliant with USAID and Save the Children’s regulations. As the project is expected to align with the objectives of the Government of Bangladesh, the COP will also ensure all activities support in-country priorities, complement existing initiatives, and include plans for sustainability.

This position is contingent upon donor approval and funding.

What You'll Be Doing (Essential Duties)

  • Oversee the development of all project deliverables (e.g., strategic plans, annual and quarterly work plans, detailed budgets, procurement and supply management plans);
  • Supervise and monitor the work of project staff and performance of consortium partners, providing support to ensure high-quality implementation;
  • Oversee the Monitoring, Evaluation, and Learning Director to ensure the development and application of strong M&E systems, program monitoring tools, and efficient mechanisms that support high quality implementation;
  • Emphasize the use of data and learning for ongoing program improvement and adaptation;
  • Lead the project consortium and ensure strong, equitable partnerships with adolescent- and youth-led organizations and other local partners;
  • Establish compliance with US Government regulations, policies, and procedures and Save the Children guidelines;
  • Represent the project externally and maintain effective communication, coordination, and positive relationships with key counterparts, such as from USAID, Government of Bangladesh (e.g., Ministry of Health and Family Welfare, Ministry of Women and Children Affairs), other international implementing partners, and local NGOs;
  • Actively participate as a member of the Country Extended Senior Management Team, contributing to country strategic plans;
  • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence and ensure a cohesive workplace for optimum staff retention;
  • Ensure staff understand Save the Children’s vision and values and fully adhere to Save the Children’s Code of Conduct principles;
  • Ensure project funds are used appropriately and efficiently; and
  • Lead coordination and maintain communication with Save the Children United States (SCUS)

Required Qualifications

  • A Master’s degree in public health, social work, social sciences, or a related field.
  • A minimum of 12 years of experience working in large development projects; of which at least 5 years as COP, DCOP, Project Director or similar high-level position for USAID-funded projects.
  • Experience managing large, diverse, interdisciplinary teams, ideally in Bangladesh.
  • At least five years of experience in programming related to child marriage, preventing early childbearing, gender, child protection, social and behavior change, multi-sectoral adolescent and youth development, and/or adolescent sexual and reproductive health.
  • Experience in program management and administration, financial management, award compliance, sub-award management, and tracking performance and costs via specific funding streams; ideally with USG funding.
  • Demonstrated problem solving skills, collaboration experience, creativity; successful experience leading change processes.
  • Familiarity with the processes, procedures, and policies of the Government of Bangladesh.
  • Experience leading consortia and partnering with youth-led and adolescent-led organizations.
  • In-depth knowledge of USAID approaches and regulations.
  • Excellent interpersonal skills and demonstrated ability to lead teams effectively.
  • Creative problem- solving skills with the ability to work effectively in resource-constrained environments.
  • Excellent oral and written communication skills in English.
  • Experience living and working in Bangladesh.

  • Excellent written and oral communication skills in Bangla.
