Job Description

EDC seeks candidates for the Chief of Party (COP) position for an anticipated five-year USAID-funded workforce development activity in Cambodia, called the USAID Employ Activity. The primary purpose of the activity is to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification. USAID Employ will emphasize improving the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and manufacturing, among others.

The Chief of Party (COP) will be responsible for the strategic direction, coordination, and management of the activity, including oversight of financial and overall contract management. The COP will serve as the principal interlocutor with USAID and key stakeholders. The COP will ensure the activity meets stated results as per its goal and objectives and responds to reporting requirements in a timely manner. The COP has the leadership role in coordination among various partners, subcontractors, and grantees.

Qualifications

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education:

Bachelor’s degree in a field that is relevant to a diversified Cambodian economy and skilled workforce (such as business, economics, the sciences, agricultural sciences, engineering, information technology, education, social sciences, or other); Masters degree preferred.

Skills and Experience:

  • At least 10 years of progressively responsible experience in the private sector and/or managing workforce development or private sector development programs; experience working in Cambodia and/or the Southeast Asia region required.
  • Demonstrated successful experience managing and leading large teams, setting overall strategic vision, managing large-scale budgets (USD $2 million per year and upward), and delivering measurable results.
  • Demonstrated aptitude of the Cambodian economy and its workforce development system, including the skills-related drivers for growing a competitive, diversified Cambodian economy.
  • Experience working in the green economy, STEM-related fields, digital technology, ICT, and/or innovative manufacturing.
  • Experience managing USAID-funded programs and knowledge of USAID rules and regulations desired;
  • Demonstrated experience in establishing and maintaining productive working relationships with a broad range of stakeholders such as USAID or other donors, host government counterparts, private sector entities, development partners, implementing partners, and civil society organizations.
  • Commitment to social inclusion, including the integration of women and young people into the economy.

Language:

Ability to communicate effectively in oral and written English is required; proficiency in Khmer highly desirable.
