We are currently looking for open-minded and motivated International Good Manufacturing Practices (GMP) specialist for a Livestock Health and Value Chains Improvement Project in Cambodia.

Job description

Consultant will:

(i) Conduct a desk study of national regulations and standards related to GMP;

(ii) Prepare initial GMP compliance profiling at slaughterhouses in the selected provinces;

(iii) Review existing GMP standards for slaughterhouse and meat processing operations produced by ASEAN, Thailand, and the Philippines;

(iv) Develop national GMP standard with supporting materials such as record keeping templates, procedures manual and topic-based factsheets;

(v) Develop trainer of trainer materials on GMP key topics, operation of the national GMP scheme and compliance auditing to ISO 19011 standard;

(vi) Implement training of trainers workshops in association with a tertiary training institution in which future training capacity will be embedded by the project;

(vii) Perform baseline auditing of slaughterhouses participating in the pilot GMP program;

(viii) Mentor-field-based training and advisory activities, mentor- compliance audits via shadow audits;

(ix) Analyze annual audit results and stakeholder feedback, revision, and modification of GMP scheme to eliminate weak areas in content, delivery, or implementation;

(x) Develop cost recovery mechanisms to ensure sustainability;

(xi) Prepare ISO 17065 dossier for the GMP scheme to meet requirements for ISO17065 accreditation;

(xii) Perform other tasks as may be assigned by the Project Director.

Qualifications and requirements

  • Post graduate degree in microbiology, food safety, meat science or veterinary science with at least 10 years at a senior level in the development and implementation of standards for management of food safety risks in slaughterhouses or food processing in a developed or developing country, including in Asia.
  • Good understanding of GMP practices for slaughterhouse and meat processing and of GMP practices for slaughterhouse and meat processing is essential. Knowledge of slaughterhouse and meat processing operations in areas of limited resources and low levels of technical capacity and in the preparation of GMP training curricula would be preferred, as would experience in the concepts for GMP to be practical and affordable for use by small-medium scale slaughterhouse and meat cutting operations in Cambodia.
  • A team oriented professional with good analytical and communication skills, able to develop readily understandable GMP controls, compliance, and auditing criteria. The consultant should be capable of rapport with personnel at various levels, including staff, national consultants, agribusiness industry personnel, and international organizations.
  •  A strongly self-motivated individual working with no or minimal supervision and able to travel to the rural areas and work in difficult conditions in slaughterhouses and meet tight deadlines is required.
  • Excellent skills in written and spoken English and be fully conversant with computer use. Sensitivity to issues associated with gender, ethnicity, and poverty especially in the context of Cambodia is essential.
