Summary: 

Save the Children is seeking a Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded Civil Society Resilience (CSR) Activity in Cambodia. This activity will seek to support the work of civil society and grassroot organizers, across all sectors, engaged in advancing reform and inclusive development. The DCOP will be responsible for supporting the Chief of Party in the overall project management, supervision, administration, and implementation of the program. Together with the COP, the DCOP will provide strategic and technical leadership to implement a solid approach to achieving measurable results by strengthening the institutional capacity of government and local NGOs working at the national level to develop, implement, and sustain a national multi-sectoral resilience program.

What You’ll Be Doing (Essential Duties): 

  • Manage the overall technical activities of the program. 
  • In collaboration with the COP and other senior staff, provide leadership to ensure the successful implementation of project activities according to the contractual requirements of the donor and ensuring quality of delivery.
  • Lead design and regularly update detailed annual work plans – and ensure these are used by the team and partners to monitor progress towards achievement of program objectives.
  • Work with program staff, Save the Children technical advisors, and partners to identify the technical support needs of the program and ensure this support is effectively provided.
  • Ensure quality of programmatic reports to the donor, government, and Save the Children. This includes working closely with the COP and Finance and Administration Director to ensure narrative reports are of the highest accuracy and submitted promptly to the donor.
  • Mentor and supervise direct reports to achieve their work plan objectives and contribute to achieving the overall program goals.
  • Identify challenges and utilize continuous learning and adaptation systems to ensure the application of lessons by the project team and partners.
  • Maintain excellent working relationships with officials, government ministries, implementing partners, and the international and local NGO community.
  • Represent the program to donor officials, host government officials, partner representatives, local stakeholders, and team members. 
  • Ensure alignment and cross-learning with Save the Children’s program and technical priorities in country and with the US Office.
  • Demonstrate a commitment to democracy, Human Rights, and Governance in both the programmatic and operational aspects of the activity. 

 

Required Qualifications:  

  • A bachelor’s degree is required. A minimum of eight years of relevant experience working within international development on local governance, human rights, and/or democracy programming. Master’s degree is preferred.
  • Demonstrated work experience in Cambodia leading civil society strengthening, democracy and governance, and/or resilience projects.
  • Significant experience strengthening the organizational and technical capacity of civil society organizations through demand-driven approaches. Experience implementing these approaches on USAID-funded awards strongly preferred. 
  • Experience facilitating partner-led approaches to programming and demonstrated understanding of USAID’s locally led development agenda and preferred approaches.
  • Prior experience as DCOP, Project Director or Technical Lead, preferably on a USAID project.
  • Demonstrated experience managing program implementation, financial reporting, reporting procedures and systems, and staff.
  • At least three years of demonstrated experience in managing and supervising a technical team.
  • Experience recruiting and strengthening the capacity of program staff.
  • In-depth knowledge of USAID approaches, regulations, compliance, and reporting requirements.
  • Demonstrated ability to inspire and enable others through teamwork, training, and capacity building to realize organizational objectives.
  • Proven ability to build and maintain relationships with host country governments, donors, and other key stakeholders.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.
  • Excellent oral and written communication and interpersonal skills in English.
  • Professional proficiency in MS office suite.
