Project Background

The Cadmus Group is seeking a Finance and Administrative Associate for its USAID Regional Inclusive Digital Ecosystem (RIDE) activity from USAID’s Regional Development Mission for Asia (RDMA) under Digital Forward.

Cadmus was awarded the USAID Digital Forward Activity, which provides tools and technical assistance to USAID Missions and Washington Operating Units to ensure digital initiatives are incorporated into USAID programs and activities. Digital Forward advances digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices.  The Regional Inclusive Digital Ecosystem, or RIDE, is a four-year activity under Digital Forward. RIDE will leverage the dynamism of Southeast Asia’s digital economy to promote a more inclusive, safe, reliable, and open digital ecosystem. RIDE will focus on strengthening the policy environment, supporting innovations that safeguard consumers, and promoting equity and inclusion in the digital ecosystem.

What You’ll Be Doing

The Finance and Administrative Associate will support the Operations Manager with the daily operations of RIDE, including personnel and financial management. This position will backstop the operations team, with daily tasks related to finance, human resources, office operations, and ensuring project compliance with USAID regulations.

Responsibilities:

  • Coordinate with technical teams on RIDE’s overall operations, supporting the Operations Manager
  • Support procurement of equipment, supplies, services, and other needs is transparent, fair, and USAID-compliant
  • Assist in the hiring and onboarding process for local staff
  • Support logistics for the Bangkok office to support the implementation of technical activities
  • Support operations and logistics for workshops, trainings, and events
  • Support technical financial planning and activity-level budget development, and manage financial records
  • Facilitate internal staff training and implementation of activities as requested by the Project Director
  • Support procurement processes by determining requirements and identifying appropriate methods to ensure transparent processes
  • Prepare and ensure timely submission of financial reports, records, files, and cash requests to headquarters counterparts
  • Assist Cadmus HQ staff and the Project Director in managing financial expenditures, including VAT tracking and reporting
  • Support accounting procedures including processing payroll and maintaining the General Ledger in QuickBooks, the project’s petty cash, and record of accounts receivable and payable
  • Assist with operational startup tasks, such as opening bank accounts and maintaining country registration
  • Be responsible for maintaining local accounts for RIDE
  • Ensure proper cash flow, review supporting financial documents for purchases, facilitate local payments, and manage tax filings, potentially in collaboration with an external accounting company

Qualifications:

  • At least three (3) years of experience working on USAID projects
  • Comprehensive understanding of USAID’s systems, rules, and regulations regarding project compliance, procurement, and financial management
  • Strong organizational and management skills
  • Proven experience in leading teams and managing personnel
  • Experience using QuickBooks or other similar software
  • Demonstrated accounting experience
  • Excellent proficiency in MS Office (Word, Excel, Outlook, PowerPoint)
  • Applicants must be legally authorized to work in Thailand without the need for sponsorship
  • Full professional fluency in both Thai and English, including excellent writing capabilities in English

Preferred Qualifications:

  • Experience implementing regional donor-funded programs
  • Thorough background in digital economy and digital innovation initiatives
  • Experience conducting business in different countries, especially throughout ASEAN
