Project Background 

 

The Cadmus Group was awarded the USAID Digital Forward Activity, which provides tools and technical assistance to USAID Missions and Washington Operating Units to ensure digital initiatives are incorporated into USAID programs and activities. Digital Forward advance digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices. 

 

The Regional Inclusive Digital Ecosystem, or RIDE, is an activity from USAID’s Regional Development Mission for Asia (RDMA) under Digital Forward. A five-year program, RIDE will leverage the dynamism of Southeast Asia’s digital economy to promote a more inclusive, safe, reliable, and open digital ecosystem. RIDE will focus on strengthening the policy environment, supporting innovations that safeguard consumers, and promoting equity and inclusion in the digital ecosystem. 

 

Position Summary 

 

The Gender, Equity and Inclusion Lead will design, implement and monitor regional level interventions to promote equity and inclusion in the Southeast Asia digital ecosystem under Objective 3 as well as work across the three objectives to support the diversity, equity and inclusion aspects of the activity. He/she will support team members to design sub-activities using a diversity and inclusion lens, help identify opportunities to make inclusion specific programming within each of the objectives and identify issues that may affect populations differently and propose solutions to address these issues.  

 

Responsibilities 

 

Leads Objective 3 (Gender, Equity, Inclusion and Accessibility in the Southeast Asia digital ecosystem) activities  

  • Operationalizes technical vision for Objective 3 (gender, equity, inclusion and accessibility in the SEA digital ecosystem) and mobilizes and oversees consultants, partners, and other resources as required to deliver on vision 
  • Advocates for and implements public and corporate policies that foster equitable online space 
  • Designs and delivers comprehensive digital literacy programs for underrepresented populations 
  • Promotes the use of accessible technologies that meet the unique needs of diverse communities  
  • Develops and executes targeted strategies that address systemic inequalities within the digital ecosystem 
  • Forges collaborations and partnerships to foster a more equitable and inclusive digital landscape 
  • Collaborates with the Grants and Contracts Manager to identify grant opportunities that advance objective 3 results 
  • Collaborates with team members to embed diversity, equity, and inclusion into all aspects of the Activity work, from project planning and implementation to evaluation and reporting 
  • Helps identify opportunities to make inclusion-specific programming within each of the objectives 
  • Supports team members in designing and implementing sub-activities with a diversity and inclusion lens 
  • Contributes to bi-weekly, quarterly, and annual reporting requirements for USAID and to local counterparts as needed 

 

Qualifications 

 

  • At least seven (7) years of experience in diversity, equity, and inclusion; digital inclusion; digital inclusion, digital policy and technology creation and implementation with a focus on marginalized populations, or closely related field 
  • Relevant bachelor’s degree required, with a preference for a master’s degree or equivalent professional experience in area related to diversity, equity, and inclusion; gender studies; public policy, telecommunications, legal, international development, computer science, or other relevant study for the intersection of technology and inclusion 
  • Expertise in digital equity, inclusion, and accessibility including experience designing and working on interventions targeting women and people with disabilities, the elderly, LGBTQI+, religions and ethnic minorities, and/or women 
  • Experience designing and managing donor project activities, including developing and managing activity budgets (USAID experience preferred) 
  • Demonstrated experience working in a multi-stakeholder environment 
  • Demonstratable management, organization, and communication skills 
  • Legally authorized to work in Thailand without the need for sponsorship 
  • Full professional fluency in both Thai and English, including excellent writing capabilities in English 

 

Reporting and Location 

 

This position reports to the Project Director. This position will also work closely with HQ Cadmus staff. This position is to be based in Bangkok, Thailand. This is a full-time position, in-person in the office, with some remote work permitted. This will be a contracted position for the length of one year, with the option to extend annually, up to a total of five years. 

 

Compensation and Benefits 

 

The salary for this position is commensurate with qualifications and experience. The range for this role is 93,000 – 99,000 USD on an annual basis.
