Project Description

The primary goal of the Ukraine Mental Health Initiative for National Development (U-MIND) activity is to contribute to Ukraine’s economic resilience by establishing an evidence-informed, inclusive mental health ecosystem. This mental health framework will be fully integrated across various sectors and programs. By promoting mental wellness, U-MIND seeks to enhance productivity, resilience, and social cohesion, thus fostering sustainable economic development and growth in Ukraine. Implementation should focus on efficacy, accessibility, scalability, adaptiveness, accountability, and cultural fit, in order to effectively respond to the evolving mental health landscape.

Position Description

The Director of Finance and Administration will have overall responsibility for managing the activity’s financial, administrative, and operations functions. Key responsibilities will include preparation of budgets, expenditure forecasts and analyses, and financial reports, and development and use of effective financial tracking systems; direction of audit, risk management, compliance, and fraud mitigation functions; management of human resources, procurement, logistics, and security functions for large, national programs; management of grants programs for local organizations; office and operations management.

The candidate for the position of Director of Finance and Administration shall have at a minimum the following qualifications:

Education:

A master’s degree in business administration, finance, accounting or equivalent from an accredited university and relevant professional certifications and membership from accredited accounting institutions.

Skills and Experience:

·        At least 10 years of relevant experience in senior finance and administration roles on donor-funded projects.

·        Knowledge of generally accepted accounting practices, financial reporting standards, financial management processes, and procedures.

·        Experience with USAID projects and understanding of USAID rules and regulations.

·        Logistics experience, such as large-scale procurements and coordination of teams for field activities, in a developing country.

·        Experience with large dollar-value, donor-funded projects in excess of $50 million strongly preferred.

·        Demonstrated exemplary management, supervision, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the host government, donors, and the international community.

·        Experience building financial and administrative capacity of local implementing partners.

·        Experience successfully managing grantmaking activities.

·        Experience managing security plans and functions in crisis and conflict environments, preferably in Ukraine.

·       Ability to write, communicate, and prepare contractual documents and reports clearly in Ukrainian. 

Language:

Professionally proficient and fluent in written and spoken English and Ukrainian.
