Project Title: EU-ZIRA3A - EU Integrated Rural Development Programme for Egypt
Post Title: Key Expert 2: Veterinary Expert (Expert with national experience) for WP2.
Project period: The project should start before the end of October 2024 and is 36 months from contract award on.
Duration of Assignment:
North South Consultants Exchange (NSCE) from Egypt (in Consortium) has been shortlisted by the Italian Agency for Development Cooperation (AICS) to offer a proposal for the project “EU-ZIRA3A - EU Integrated Rural Development Programme for Egypt”. The implementation of the project will start in October 2024 and the period of implementation will be 36 months. EU-ZIRA3A will be implemented with public and private entities with the objective “to support the socio-economic development in the three governorates of Assiut, Sohag and Beni Suef” in order to “help to improve the livelihood of the rural communities in these governorates by providing support to the smallholder farmers, their families, their cooperatives as well as the institutional bodies in charge of agriculture and rural development both at the central and governorate level.”
The Project consists of two interconnected outputs:
Output 1 aims to strengthen the agriculture extension system towards a sustainable management of natural resources and agrifood-ecosystems
Output 2 aims to improve and diversify the animal wealth resources.
The tenderer is responsible for providing the following work packages and outputs for achieving the corresponding milestones:
Work package 1: related to Output 1 – strengthening the agriculture extension system.
Tasks in this WP include 1) developing extension plans, 2) training of the trainers (extensionists of the MALR and Water User Associations (WUAs) and other relevant organizations and 3) rolling out the extension plans in the three governorates Assiut, Sohag and Beni Suef.
Work Package 2: related to Output 2 – improvement and diversification of animal wealth resources.
This Work Package will focus on 1) research on situation and needs of the animal husbandry, 2) capacity building of veterinary providers and awareness rising of farmers to veterinary services and 3) improvement of profitability of animal husbandry through circular and local economy.
In light of that, AICS/NSCE seeks to hire a Key Expert 2: Veterinary Expert (Expert with national experience) for WP2.
The Tasks include:
· Supervising the produce of training materials of veterinary services.
· Coordination of other non-key experts with conducting trainings sessions.
· Providing technical backstopping and inputs to other non-key experts.
· Support key expert 1 (team leader) in personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts.
· Follow up with implementing a results-based monitoring system.
· Regular reporting in accordance with deadlines.
(2) Qualification
· Education/training:
o At least a BSc degree in the field of Veterinary Medicine or livestock.
o Language: Fluent in Arabic, proficient language skills in English (level C1 according to Common European Framework of Reference for Languages)
· Leadership/management skills:
o At least a 10 years of management/leadership experience as project team leader or manager in a company.
· General professional experience
o At least 6 years of General professional experience in the Veterinary Medicine and livestock sector
o At least 4 years of experience working on capacity development cooperation projects.
· Specific professional experience
o At least 3 years of Specific professional experience with smallholder farmers in Egypt.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
